PennDOT To Resurface Another 110-Plus Miles Of NEPA Roads

The McDade Expressway in Scranton, Route 924 in Hazleton and a long stretch of Route 29 in Susquehanna and Wyoming counties are among area roads the state Department of Transportation has targeted for repaving this year.

The three heavily traveled routes are among 28 stretches of road in six Northeast Pennsylvania counties that PennDOT officials plan for routine resurfacing work this year. They’ll pay for it with new transportation funding from higher fees and gradually increasing gas taxes.

“PennDOT will be resurfacing about 110 miles of road this year,” agency spokesman James May said. “If we didn’t have Act 89, the number would be zero.”

Act 89 is the $2.3 billion transportation funding package the state Legislature approved in late 2013. PennDOT did have work on several larger capital pro­jects planned regardless, like the ongoing Keyser Avenue project in Scranton.

Changing Skyline: Developer Roland Kassis Transforming Fishtown Into Hip Haven

Every changing neighborhood in Philadelphia seems to have one: a developer who dominates the scene.

In Northern Liberties, it’s Bart Blatstein. In Newbold, it’s John Longacre. In Point Breeze, it’s Ori Feibush. On South Broad Street, it’s Carl Dranoff. They amassed their real estate holdings when the neighborhoods were cheap, then became the masters of their destinies when the places emerged, Sleeping Beauty-like, from slumber.

Now, it’s Fishtown’s turn, and Roland Kassis is the reigning developer. Over 25 years, Kassis estimates, his company, Domani Developers, has collected a million square feet of property, mainly in old manufacturing buildings along Frankford Avenue, the neighborhood’s commercial spine. That’s almost as much space as the Comcast Tower holds.

Kassis, 44, who was born in Lebanon, raised in Liberia, and speaks French, exhibits the same manic energy and insatiable appetite for abandoned factories as the other neighborhood titans, but he has a sensibility more in tune with Fishtown’s arty, DIY, tattoo-and-vintage-loving culture. He not only nurtured a yoga studio on Frankford Avenue, he practices there and eschews meat. It’s hard to imagine many other Philadelphia developers chanting “Om.”

Wolf’s State Store Plan An Ambitious Cocktail

Gov. Wolf’s budget proposal Tuesday called for a modernization of State Stores to generate $185 million in additional annual profit by fiscal 2018.

The dramatically increased profits would be used to make payments on a $3 billion bond issue designed to help close the $30 billion gap in the Pennsylvania Public School Employees’ Retirement System, according to Wolf’s plan.

Under it, the Pennsylvania Liquor Control Board, endangered by Republican talk of privatizing the system, instead would have a monumental task – assuming it gains General Assembly approval.

Based on the system’s profitability in the year ended June 30, gross revenue from the state’s 600-plus wine and spirits outlets would have to soar to $5.7 billion in fiscal 2018 from $2.3 billion in fiscal 2014 to generate an additional $185 million in profits.
