SEPTA Plans To Spend $154 Million On New Locomotives

SEPTA plans to spend up to $154 million for 18 new Regional Rail locomotives, the authority’s biggest railroad acquisition in a decade.

The electric locomotives would replace eight aging engines operating on the Lansdale-Doylestown, Paoli-Thorndale, Trenton, and Wilmington-Newark lines, and add capacity to other regional lines.

The SEPTA board is expected to approve the purchase on Thursday, with the locomotives to be delivered in 2018.

SEPTA is buying 13 “Cities Sprinter” ACS-64 locomotives to be built by Siemens Industry Inc., the German conglomerate, at its factory in Sacramento, Calif. The price includes an option for five additional locomotives.

Transportation Challenges Rife As Pittsburgh Focuses On Making Fixes

Lori Minetti often feels stranded in her Carrick home.

The closest bus stop used to be across the street. Now it’s almost a mile away, because Port Authority of Allegheny County eliminated the 50 Spencer route four years ago.

She walks one of the farthest distances a city resident must go to catch a bus. It seems even farther to Minetti, who has an arthritic back.

“It’s kind of cloistered me,” said Minetti, 48, a former temp for Downtown companies who no longer works. Her husband uses the couple’s only car for his job as a maintenance worker in Munhall.

PennDOT To Resurface Another 110-Plus Miles Of NEPA Roads

The McDade Expressway in Scranton, Route 924 in Hazleton and a long stretch of Route 29 in Susquehanna and Wyoming counties are among area roads the state Department of Transportation has targeted for repaving this year.

The three heavily traveled routes are among 28 stretches of road in six Northeast Pennsylvania counties that PennDOT officials plan for routine resurfacing work this year. They’ll pay for it with new transportation funding from higher fees and gradually increasing gas taxes.

“PennDOT will be resurfacing about 110 miles of road this year,” agency spokesman James May said. “If we didn’t have Act 89, the number would be zero.”

Act 89 is the $2.3 billion transportation funding package the state Legislature approved in late 2013. PennDOT did have work on several larger capital pro­jects planned regardless, like the ongoing Keyser Avenue project in Scranton.

NEPA Gets Extra $500M For Projects

Northeastern Pennsylvania will get nearly $500 million more than expected for transportation projects over the next 12 years.

In 2012, area planners expected to spend $1.56 billion on transportation infrastructure in Lackawanna, Luzerne, Wyoming, Wayne, Pike and Susquehanna counties from 2013 through 2025, state Department of Transportation spokesman Michael Taluto said.

Gov. Tom Corbett signed the new transportation funding package in November, and transportation planners in the six counties recently allocated $2.03 billion to largely fix up the area’s roads and bridges from 2015 through 2027.

A draft plan for improvements to the region’s transportation system envisions $4.7 billion in spending in the 10 counties of southwestern Pennsylvania in the next four years, a 52 percent increase from the current four-year plan.

The plan for fiscal years 2015 through 2018 signals a reversal of years of diminished spending on infrastructure and public transit, bolstered by the funding bill that the Legislature and Gov. Tom Corbett enacted last fall. The draft Transportation Improvement Plan was released last week by the Southwestern Pennsylvania Commission, a regional planning agency.

“From my perspective, we were able to add significant projects that were simply unaffordable in the last TIP update,” said Dan Cessna, the Pennsylvania Department of Transportation’s district executive for Allegheny, Beaver and Lawrence counties.

Among them is a $79 million rehabilitation of the Liberty Bridge in Downtown Pittsburgh, which at present is weight-restricted and rated structurally deficient, meaning its components are deteriorated but not yet unsafe. Numerous smaller bridge and paving projects were added as well, he said.

Tolls on the Pennsylvania Turnpike will increase 5 percent in 2015, effective Jan. 4.

The decision by the Turnpike Commission Tuesday to hike tolls for the seventh year in a row means the cash toll to drive from the Ohio border to the New Jersey border will be $46.05 for passenger cars, up from the current $43.85

SEPTA Aims For Happier Riders, Unveils 5-Year Plan

With increased state funding and stable ridership, SEPTA officials are unveiling a five-year plan to attract more riders, repair crumbling infrastructure, and improve customer satisfaction.

Having emerged from last year’s doomsday scenarios into a hopeful era of what SEPTA planners call “innovation, integration and renewal,” the officials on Tuesday outlined a blueprint for the future that will be presented to the agency’s board for approval in July.

Meeting with transit users and supporters at SEPTA’s Center City headquarters, Byron Comati, director of strategic planning, said legislative approval late last year of a $2.3 billion boost in statewide transportation funding allows SEPTA to plan more boldly.

By 2018, the additional state funding will mean a boost of about $400 million annually for SEPTA to repair bridges, buy new vehicles and upgrade stations and equipment.

PennDOT To Spend More In Fayette, Westmoreland Counties

The state is primed to pump approximately $33.8 million in additional money into highway and bridge projects in Fayette and Westmoreland counties this year with revenue generated from higher fees paid by motorists.

PennDOT said it would use the revenue from Act 89 to make about 59 miles of improvements to 12 roads in both counties.

In Westmoreland, 40 miles of improvements are planned to Routes 66, 119, 130, 356, 381, 819, 981 and 993 in Allegheny, Donegal, Hempfield, Loyalhanna, North Huntingdon, Penn, Salem, Unity and Washington townships, as well as Greensburg, Jeannette, Irwin, Manor and Trafford.

Those projects are estimated to cost $10.5 million.

Friday evening, just as it is most evenings, traffic was backed up as drivers coming from U.S. 30 waited to merge onto Route 222 in Manheim Township.

The situation is nothing new to PennDOT.

With additional money coming from the new state transportation law, state Transportation Department officials will soon begin looking for ways to address the problem.

Gov. Corbett Announces Hundreds Of Additional Projects Due To Transportation Plan

HARRISBURG, PA – Gov. Tom Corbett today outlined more than 250 projects that will start work this year due to the state’s new transportation plan.

At least $2.1 billion will be invested into the state’s highway and bridge network — about $600 million more than what would have been available without the transportation bill Corbett signed last fall. Overall, more than 900 projects will get underway this year.

“This plan is creating safer roads, bridges and transit systems while at the same time saving 12,000 jobs and creating 50,000 new ones over the next five years – 18,000 jobs are expected to be created this year alone.” Corbett said. “We are putting these transportation investments to work quickly as we strive to build a stronger Pennsylvania both now and in the future.”

Many Fees For Pennsylvania Vehicles Set To rise On April 1

Several state vehicle-related fees will increase April 1 for the first time in 17 years, with a second group of fees slated to rise July 1.

The increases are mandated by Act 89, the transportation funding legislation that was approved by the Legislature and Gov. Tom Corbett in the fall.

“It’s important to note that Act 89 represents an investment in Pennsylvania’s future: increasing public safety, driving commerce, creating jobs and providing reliable funding for our transportation needs without leaving the bill to our future generations,” Pennsylvania Department of Transportation spokesman Rich Kirkpatrick said.

First Wave Of New Roads Funds Likely To Focus On Smaller Jobs

In the next couple years, the engineering needed to widen the northern segment of Route 222 in Berks County is likely to begin.

That’s one of the ways PennDOT and local transportation planners are looking to spend the first round of extra roadwork funds coming to Berks as a result of the recent statewide transportation funding package.

“The increase in state money alone will give us an extra $25 million total over the next four years,” said Alan D. Piper, senior Berks transportation planner.

Planners discussed the money during a Thursday meeting of the Reading Area Transportation Study, the panel that plans transportation spending in Berks.

Commuter rail service is likely to be cut next year, and Pennsylvania’s highways and bridges will continue to deteriorate, transportation officials said Tuesday, following the narrow legislative defeat of a major transportation funding increase.

Most lawmakers from southeastern Pennsylvania supported the funding measure, but eight area Democrats and five Republicans voted against it. And a key supporter, Rep. Louise Bishop (D., Phila.), was out sick, the only legislator not voting on the measure, which was defeated 103-98 Monday night.

Supporters of the bill, which would have increased gas taxes and motorists’ fees to provide about $2.4 billion in additional funding, said negotiations were continuing Tuesday to try to revive the bill, which was one of Gov. Corbett’s key legislative priorities.

Republican opponents cited the increased taxes and fees as a prime reason for their “no” votes, while Democratic opponents said they objected to a provision that would have increased the prevailing-wage exemption on government construction projects, which some labor unions opposed.

Driver Charged In Fatality, But Road Shares Blame

In a press conference aimed at Route 222 drivers but mostly at PennDOT, Berks County District Attorney John T. Adams announced Friday that police have filed homicide charges against the New Jersey trucker who caused the most horrific of several fatal accidents on that congested highway.

The Oct. 22, 2012, crash in Maidencreek Township killed Lauren Boyer, 45, of Richmond Township when a tractor-trailer squashed her stopped car into the stopped truck ahead of her.

It also injured three people, one of them still undergoing treatment and surgeries.

Earlier Friday, Northern Berks Regional Police filed charges of homicide by vehicle, involuntary manslaughter and related offenses against the truck driver, Emilio Perez-Pazmino, 62, of Jersey City.

SEPTA Warns Of ‘Devastating’ Cuts

With a showdown looming in Harrisburg, SEPTA officials made a final pitch Thursday for millions more in state aid to avoid a “devastating” cutback in service.

A House vote is expected as early as next week on statewide transportation funding, and SEPTA says it is prepared to enact a doomsday plan to eliminate nine of its 13 rail lines, close a subway line, and convert all trolley routes to bus lines.

Deputy general manager Jeffrey Knueppel told the SEPTA board that old rail bridges, power stations, vehicles, and train stations could no longer be maintained and must be replaced.

Without more state funding for those capital needs, SEPTA will begin a “rational progression” of cutbacks over a decade, starting next year, Kneuppel said.

Labor Day Traffic Jams Could Be Daily Occurrence By The 2020s, Study Says

The traffic jams we can anticipate on highways like Route 22 this holiday weekend will plague American highways routinely by as soon as 2020 without increases in traffic capacity or other solutions, according to a travel-industry study.

In a report released Thursday, the U.S. Travel Association joins a growing list of engineers, contractors and other business interests, as well as federal and state agencies and officials, urging Congress and state governments to add new lanes and new highways. Long lead times for planning, design, environmental and other permitting before construction begins emphasize the need for early project starts.

“At current rates of highway-traffic growth, unless additional capacity … is created through expansion of existing infrastructure, new facilities or innovative techniques, the typical day will approach Labor Day peaks” of frustrating traffic jams, concludes the study by consultant Cambridge Systems Inc.

Though none of the interstates in the Lehigh Valley region are among the 16 segments used in the examination, the roads’ geographical diversity suggests that “together, they provide a reliable snapshot of the growing congestion on America’s highways” generally, according to U.S. Travel.

If you’re jumping onto Interstate 83 North using the New Cumberland ramp, just south of the 83 split, there’s a secret to surviving the experience.

For the uninitiated, the ramp starts at a stoplight and heads up a small hill, blindly leading drivers onto a congested, two-lane highway.  The merge zone can be measured in hands, not feet.

The key is to hammer the accelerator heading up the ramp, and whisper a silent prayer that a gold Buick isn’t stopped at the top.

If you time it right, you’ll hit highway speeds about the same time as you hit the road, which, if everything goes according to plan, allows you to slip into traffic between two tractor-trailers.

SEPTA Ridership At All-Time High

SEPTA commuter trains had more passengers than ever in the year that ended June 30, carrying just over 36 million riders, SEPTA officials said Monday.

The trend was mirrored nationwide, as public transit in general and trains in particular have been gaining riders in recent years.

High gas prices, congested highways, relatively low fares, and a growing preference among young people for transit have all contributed to the rising number of passengers, transportation officials said Monday.

SEPTA Regional Rail trains carried 36.0 million riders, up from 35.3 million in fiscal 2012 and above the previous record of 35.5 million in 2008.  As recently as 1993, SEPTA carried just 19.2 million riders.

Pennsylvania’s Bad Roads Costly To Drivers

Two out of every three major urban roads in the Scranton/Wilkes-Barre region are in poor or mediocre condition, underscoring the transportation dilemma the state faces, according to a report released Wednesday by a national transportation organization.

And using those roads is costing the average driver an additional $1,320 per year in extra vehicle operating costs as a result of driving on roads in need of repair, lost time and fuel due to congestion-related delays.

The report, “Future Mobility in Pennsylvania: The Cost of Meeting the State’s Need for Safe and Efficient Mobility,” finds that throughout Pennsylvania:

• Thirty seven percent of major roads and highways provide motorists with a rough ride.

Studies On 2 Berks Highways To Shape Work Plans

Studies to find out what it would take to make two of Berks County’s most-congested highways a quicker go are now underway.

PennDOT consultants are examining the seven-mile stretch of Route 222 between the Kutztown Bypass in Maxatawny Township and the Trexlertown Bypass in Lehigh County to see how much it would cost to widen it to four lanes.

At the same time, another team is looking at the West Shore Bypass between Wyomissing and Exeter Township to determine what changes could improve traffic flow.

Both studies were discussed Thursday during a meeting of the Reading Area Transportation Study, the panel that plans how state and federal transportation funds are spent in Berks.
