Overhaul Possible For West Mifflin’s Century III Mall

The Century III Mall could be in for a dramatic makeover as the owner considers demolishing part of the complex to provide more retailers with outside entrances and bring in medical offices and a hotel.

A preliminary plan posted — and later removed on Thursday — from the website of the mall’s owner, Las Vegas-based Moonbeam Capital Investments, called for opening the center part of the 1.3 million-square-foot complex so that it would resemble more of a outdoor shopping plaza.

It also called for a movie theater and 14,800-square-foot hotel, as well as transforming a vacant Sears store into medical offices or an assisted living facility.

Calls and email messages left for Moonbeam officials were not returned. However, West Mifflin officials said they had been talking with Moonbeam about the overhaul.

Officials Envision Reinvigorated Allegheny County Airport

The county airport authority wants West Mifflin’s Allegheny County Airport to be a destination — but not for commuter flights.

That sums up a meeting borough officials had Monday with new authority CEO Christina Cassotis that came 24 hours before a $1.5 million federal grant was announced for taxiway rehabilitation there.

“It was a positive meeting,” borough Manager Brian Kamauf said. “We discussed the history of the airport.”

It dates back to Pittsburgh and McKeesport’s window to the world between 1931 and 1952, when commercial service moved from West Mifflin to what then was Greater Pittsburgh Airport, now Pittsburgh International.

New Airports Chief Wants To Bring More Nonstop Flights To Pittsburgh

Christina Cassotis doesn’t see Pittsburgh International Airport becoming a hub again, but she does think there are opportunities to add more flights.

Ms. Cassotis, 50, most recently managing officer of the air services practice for ICF SH&E, a Boston-based aviation consultant, was introduced today as the new chief executive officer of the Allegheny County Airport Authority.

In her new job, she will be overseeing operations at Pittsburgh International in Findlay and the Allegheny County Airport in West Mifflin.

But her main focus will be to bring more nonstop flights to Pittsburgh, a city that lost hundreds of flights and dozens of destinations when US Airways dropped its airport hub in 2004.

Sears Closing Store At Century III Mall In West Mifflin

The Sears store at Century III Mall is slated to close in early December.

A spokesman for Sears Holdings in Illinois said a liquidation sale is scheduled to start Friday.

“Store closures are part of a series of actions we’re taking to reduce ongoing expenses, adjust our asset base, and accelerate the transformation of our business model,” said Howard Riefs, director of corporate communications for Sears Holdings, in an email.

Jay Natale had a good year in 1979.

The Steelers won the Super Bowl. The Pirates won the World Series. And Natale opened a sporting goods store in the new Century III Mall in West Mifflin.

“The first year was unbelievable,” Natale, 70, of Elizabeth said, recalling a mobbed grand opening at the mall. “We hit the jackpot on that one.”

The jackpot lasted for nearly 20 years.

Since then, the mall has spiraled downward, losing customers, retailers and property value, which drained hundreds of thousands of dollars in property taxes from West Mifflin and its school district.

Century III New Owner Seeks To Reverse Vacancy Trend With New Theater

The owner of Century III is betting that a movie theater could help revitalize the struggling West Mifflin mall.

Las Vegas-based Moonbeam Capital Investments LLC, which bought the mall in May, said it is negotiating with two national chains with a Pittsburgh-area presence to open a first-run movie theater with stadium seating in Century III. Shawl L. Pryor, senior vice president of real estate, won’t name the companies because no lease has been signed.

Contending with a high vacancy rate, about 32 percent, and low foot traffic, the 34-year-old mall needs an entertainment component as part of its revitalization, Moonbeam said.

“We believe that it’s a very important aspect of why people go back to the mall. It’s not just to buy clothing anymore,” Moonbeam Chief Executive Officer Steven Maksin said.

U.S. Steel’s Lower Taxes Causing Budget Headaches

A succession of successful tax appeals by U.S. Steel earlier this year, resulting in the assessed value of some of its major properties in Allegheny County plummeting by millions of dollars, has put big dents in municipal and school budgets.

The drop in real estate tax revenue has prompted three school districts — Woodland Hills, Clairton and West Mifflin — to file court challenges to the appeals granted to U.S. Steel by the Allegheny County Board of Property Assessment, Appeals and Review, and is pushing Braddock to consider an earned income tax increase.

Ira Weiss, solicitor for the Clairton City School District, called U.S. Steel’s new assessments, which resulted in the value of its coke plant in Clairton dropping from nearly $10.6 million in 2012 to just above $2 million this year, “laughable.”

“We believe the approach of [U.S. Steel] in these appeals with these communities where they’ve been longtime partners is deplorable, really,” Mr. Weiss said. “It was devastating. … [Clairton’s] a small school district in a small town and no local government can sustain this kind of hit from an ongoing concern.”

U.S. Steel today formally commissioned a new battery of ovens at its Clairton coke plant, a $500 million project the company said will preserve steelmaking jobs in the Mon Valley and improve the region’s air quality.

The project is a scaled back version of the $1 billion proposal the Pittsburgh steelmaker announced in late 2007, before the global recession decimated steel demand and caused the industry to retrench.

President and CEO John P. Surma said even after the scope was reduced, the project was the largest in the history of the Clairton plant and one of the largest in U.S. Steel’s 112-year history.  He said it secures the jobs of 1,300 Clairton employees as well as the 1,400 who work at the company’s Edgar Thomson plant in Braddock and the Irvin plant in West Mifflin.
