Property Concerns Brought To Pottstown Borough Council

Pottstown >> Residents in the borough are turning to Pottstown Borough Council for help in addressing some of their concerns about real estate.

Tuesday night’s meeting featured six different residents who each spoke about different concerns ranging from problems on Upland Street, to a new borough ordinance that they fear could penalize homeowners in default on their mortgage.

“We the homeowners of Upland Street are coming here to borough council to express the concerns and pleas for assistance about investor purchases, rentals and subsidized housing here in Pottstown,” said one resident.

Upland Street residents, she said, are seeing a takeover of their street by Spring Hill Realty, which has been buying up properties across Pottstown and beyond.

On Ridge Avenue Progress Would Go By The Initials PHA

Editor’s note:  This could be a game changer if it can be pulled off.  Hoping it is a success.

From Bruce Webb’s chair, pulled to the entryway of his record and cassette store on Ridge Avenue, the decay is inescapable. Across the street, a faded sign for Irv’s Meat Market & Delicatessen boasts, “Home of the Giant Hoagie.” Next door, Ahn’s Fresh Fish & Produce is for sale.

Both stores are vacant, and have been for years.

One recent day, Webb saw two younger men photographing the crumbled Irv’s storefront. Speculators, Webb dubbed them.

“It’s just a matter of time,” Webb, 81, said. “Change is coming.”

The source of that proposed change to a once-vibrant business corridor that stretched from Girard College to Cecil B. Moore Avenue is an unlikely one: the Philadelphia Housing Authority.

Wilkinsburg Tour To Highlight Blight In Hopes Of Spurring Redevelopment

It’s a home tour visitors don’t typically take: overgrown gardens leading to homes with boarded-up windows, peeling paint and broken stairs.

The Wilkinsburg Community Development Corporation and a group of Carnegie Mellon University students hope to highlight hidden beauty in the borough and reframe how people see vacant properties. The students conceived the idea for a Vacant Home Tour on May 9 as a way to address blight.

They’ll walk people through the history of five vacant properties in Wilkinsburg that could be prime candidates for restoration.

At each house, volunteer docents from the neighborhood, who researched the homes’ histories and owners, will present old photos or documents to show the houses in their heydays, said Marlee Gallagher, communications and outreach coordinator for the CDC.

New Beginning: Allentown’s Warrington Avenue Poised For A Makeover

The crowd inside — and eventually outside — 816 E. Warrington Ave. one recent evening gathered to showcase a newly renovated Allentown property. The former Ken’s Variety had been vacant for more than 20 years.

As the evening deepened, “Open in Allentown,” a “pop-up” event with a garage-style glass door rolled up, became a stew of neighborhood leaders, investors, consultants, residents of Allentown and nearby neighborhoods mingling over cocktails and catered nibbles.

The event and mix of people signified what Hilltop Alliance executive director Aaron Sukenik called “Warrington Avenue in its reinvention phase.”

One mile from Downtown (Pittsburgh) and cradled by the hot markets of Mount Washington and the South Side Slopes, Allentown is riddled with residential blight, and 35 percent of its commercial properties are vacant. But the newly repaved Warrington Avenue is on the cusp of a transition from being seedy to being seen.

Half A Block Leveled Without Permits In Philadelphia

Little more than a year after a botched demolition triggered a Center City building collapse that killed six, a demolition company took down nearly half a block of buildings in Philadelphia’s Fairmount section without obtaining the required permits, an Inquirer investigation has found.

While dismantling five buildings last spring, Ashaw Demolition of Oxford Circle also brought down a house that had been in a family for four generations without informing the owner, the owner contends in court documents.

And Ashaw used at least some of the unsafe and discredited techniques that caused the collapse at 22d and Market Streets, city inspectors said.

The demolition violated tough new rules the city adopted so the tragedy of the collapse would never be repeated, inspectors said.

Phillipsburg Town Council Starts Year Talking Ingersoll Rand Redevelopment, Vacant Properties

At least one Phillipsburg official is optimistic this will be the year the town finds a redeveloper for the former Ingersoll-Rand site, which has sat mostly unused for years.

John Lynn, who succeeds Todd Tersigni as town council president, said officials will be working diligently during the next three months to secure a developer for the more than 250 acres of property the town bought in December 2012.

“We have some things in the works and our goal is to have them come to fruition this year. We have a lot of interest, and we have a lot of options,” Lynn said after the meeting.

Garfield Residents Plan Rally Over Bottom Dollar Site

Discount grocer Aldi is ignoring a community development group’s request for information on the future of one of the stores it is acquiring from a competitor, representatives of the group said.

The Bloomfield-Garfield Corp. plans to lead a rally Monday requesting that Aldi share its plan for the 6-month-old Bottom Dollar Food store at 5200 Penn Ave. in Garfield that will close by the end of the year.

“We want it to remain a grocery store so that our neighbors have access to food,” said Sarah Burke, communications and marketing manager for the Bloomfield-Garfield Corp.

In November, Belgium-based Delhaize Group announced that it planned to close its 66 Bottom Dollar Food stores, including the 20 in the Pittsburgh area, by the end of the year and sell the real estate and remaining lease liabilities for $15 million to Aldi Inc., which operates more than 1,300 stores in the United States.

Monday Update: Scranton’s Hill Secton Neighbors Want To Tackle Blight

Some Hill Section residents have an ambitious plan to combat ugly, vacant properties in the neighborhood, but their solution would need approval from city officials.

The Hill Neighborhood Association, a nonprofit with the goal of improving that section of Scranton, wants the city to turn several small, vacant properties over to the organization. On Thursday, Ozzie Quinn, association president, went before city council and asked that the city resurrect a vacant properties committee to review blighted properties and sell those in the Hill Section to the association for a nominal fee.

This summer, the neighborhood association approached the city about many of the overgrown, vacant lots they wanted to mow and trim back to respectability. City solicitor Jason Shrive told the association it needed to sign waivers and have liability insurance to work in the vacant lots.

The Hill group got insurance, Mr. Quinn said, but was then told it would need to sign right-of-entry agreements with landlords before cleaning properties.

Blame For Blighted Properties In Monessen Reaches Across Globe

Mayor Lou Mavrakis drove slowly through Monessen, block by block, pointing out one vacant, blighted building after another in the city of 7,700 along the Monongahela River.

“That belongs to me,” he said, pointing to a house with a collapsing roof that has become the responsibility of the city and the mayor.

Tax records show the building is one of 264 structures and lots in the city that have been abandoned by their owners. More than 26 percent of the city’s 734 blighted properties are owned by people from 24 states and five foreign countries, beyond the legal reach of Monessen officials.

“It’s almost impossible to get in touch with these owners,” Mavrakis said.

Summer Workers Help Fight Mon Valley Neighborhood Blight

Mon Valley communities are reliant on the helping hands of summer workers as they battle blight through maintenance projects.

In third class cities such as McKeesport and Clairton — once-thriving mill towns that decreased in population and economic activity with the decline of the steel industry in the 1970s and ’80s — cityscapes have changed over the years.

Many neighborhoods that were lined with well-kept homes transformed into urban decay where residential properties are separated by overgrown lots and dilapidated structures. With an increase in problem lots and a decrease in staff to maintain them, the cities rely on young workers eager to gain job experience during their time off from high school and college.

“Our public works department is bare bones,” Clairton Mayor Rich Lattanzi said. “They prioritize on snow removal, grass-cutting of city-owned properties and potholes throughout the year. Summer help gives an opportunity for some of our youth to make a few dollars and supplement what public works is doing.”

Homeownership In Philadelphia Tumbles, Report Says

The homeownership rate in Philadelphia declined sharply between 2000 and 2012, primarily as a consequence of the prolonged and sweeping real estate downturn that followed the bursting of the housing bubble in 2006-07, according to a study released Wednesday by the Pew Charitable Trusts.

Although Philadelphia’s homeownership rate remains high among the nation’s 30 largest cities, the 7.1 percentage-point drop in owner-occupied units – from 59.3 percent to 52.2 percent, or by 47,082 – was surpassed only by Phoenix, which suffered record foreclosures and price declines when the market swooned, the Pew study shows.

Stagnant incomes, rising home prices, and tight credit, all products of the recession, have cut into owner-occupied numbers, the study showed.

In addition, young professionals who once were the chief source of first-time buyers are either wary of homeownership or burdened by student-loan debt.

Tiny Houses Offer Big Potential In Neighborhoods Like Garfield

Tiny houses could play a big role in rebuilding Garfield by filling some of the neighborhood’s hundreds of vacant lots and boosting homeownership in a more affordable way, officials say.

Downtown nonprofit cityLAB intends to build a 210-square-foot home on a small parcel between two-story homes on North Atlantic Avenue, a couple of blocks from bustling Penn Avenue. Leaders of the group hope more will follow.

“There’s no such thing as a small building project,” said Chad Chalmers, an architect with Sewickley-based Wildman Chalmers Design LLC who is working on the Garfield project, noting that construction of a tiny house must go through the same steps as a traditional one — in some cases, more requirements.

An added step for Garfield’s tiny house could be to seek a variance to a section of Pittsburgh’s building code that requires any newly constructed home to have an off-street parking space. In this case, the 180-square-foot space would be nearly as large as the home and eat up one-fifth of the property.

Cities Deploy Fakery Techniques To Cover Up Urban Blight

Camden, New Jersey, one of the poorest and most crime-ridden U.S. cities, has awaited rebirth for a generation. For now, it has Christopher Toepfer and his paintbrush.

Ten feet up a ladder, Toepfer, a 51-year-old artist, is turning a rotting factory’s plywood-covered windows from a mess of gang graffiti into a railroad mural. The spruce-up, though it won’t cure the neighborhood’s ills of poverty and violence, will make a bright spot of the biggest blight on Federal Street.

Thirty years after New York City Mayor Ed Koch drew scorn for gussying up uninhabitable Bronx tenements with decals of curtained windows, urban fakery is spreading in U.S. cities where the recession’s wave of foreclosures added to decades-long decay. The city of Wilmington, Delaware, used the decal approach on a string of row houses earlier this year, and Bridgeport, Connecticut, started working with local artists in October to adopt Toepfer’s approach.

If the technique that Toepfer calls aesthetic board-up is a stopgap, it’s a cheap one, costing just $500 to $1,000 per property, a fraction of demolition costs. It’s also immediate, with a typical makeover done in less than a day.

‘Great Momentum’ Behind Downtown Hazleton Revitalization

A team that will develop a plan for the future of downtown Hazleton is working on a similar downtown revitalization project in Hershey.

With a $30 million streetscape project nearing completion on Broad Street and a private-public partnership funneling millions into the restoration of the Markle and Trader’s Bank buildings, a project manager and architect who will develop a 10-year blueprint for downtown Hazleton said at a revitalization kickoff reception Thursday that the city has plenty of positives to build upon.

“There’s great momentum and we want to harness that momentum and set a vision,” said Christopher J. Brown, a project manager with Derck & Edson, a firm that specializes in improving downtowns, college campuses and athletic venues.

Brown spoke about plans for the downtown at a revitalization kickoff reception at the Markle hosted by the Downtown Hazleton Alliance for Progress.

Land Bank Ordinance Legislation To Boost Lot Cleanups In Pittsburgh

Some of Pittsburgh’s vacant lots become dumping grounds for used tires. Others get filled with construction debris. Some are overwhelmed with knotweed, a thick and invasive species that has been a plague since Bill Harlak started cleaning lots 34 years ago.

Harlak is executive director of City Source Associates, the city’s property maintenance contractor. He attempts to keep tidy 7,200 vacant city-owned lots, plus 1,400 the Urban Redevelopment Authority owns. His dozen employees clean perhaps 2,000 lots a year, he said.

“There’s always more land,” he said.

Surplus city-owned property, whether a patch of grass or an abandoned home, drains about $5.5 million a year from the budget, according to the city planning department. The estimate includes costs to the Department of Public Works, Bureau of Building Inspection and police. A newly established land bank could reduce the cost — if it can succeed in selling abandoned properties.

Philadelphia Owed A Half-Billion Dollars In ‘Nuisance Liens’ – Maybe

Triumph Baptist Church wanted to grow. It bought an old suit factory in North Philadelphia in 1998, hoping to tear it down and build a house of worship.

But over time, Triumph changed its plans. The vacant factory became an eyesore and hazard, leaving the city little choice but to demolish it in 2011 at a cost of $794,191 to taxpayers.

The owners were supposed to reimburse the city for the work. Three years later, they haven’t.

Thus did 1801 W. Courtland Ave. join the list of 39,391 properties with “nuisance liens” – unpaid bills for sealing, cleaning, or demolition done at taxpayer expense by the Department of Licenses and Inspections. Work that building owners were supposed to pay for but didn’t.

Brian O’Neill: Blight-Ridding Bill In Pittsburgh Shows Plenty Of Potential

Drive down Hamilton Avenue or its side streets in Homewood and you’ll see a whole lot of not there anymore.

City Council is trying to hash out a plan to “land bank” the acres of vacant and boarded-up properties the city controls so they can be cleared for sale. That would take in about half of Homewood and almost half the Hill District.

When I asked Councilman Ricky Burgess, who represents Homewood, if he could give me a quick tour of the problem sites, he said, “You don’t need me. I’m dead serious. Drive down Hamilton Avenue and drive around at your leisure. It’s so bad … it’s breathtaking.”

He was right. It came as advertised.

Nonprofit Group Aims To Spotlight Only Dairy In Pittsburgh, Bring Business To Carrick

Colteryahn Dairy in Carrick is the only remaining dairy in Pittsburgh — a fact not known to many, an economic development official said.

“It’s easy to drive by without noticing,” said Kathleen Keating, a project manager at Economic Development South.

The nonprofit group is spearheading an effort to establish the Carrick Dairy District to spotlight the dairy on Brownsville Road and attract other businesses, such as ice cream and chocolate shops, that would complement the dairy.

At a community meeting on Tuesday, Economic Development South, which has been working with neighbors, business owners and city representatives on the plan for about a year, will show revised architectural renderings of the proposed dairy district and hear feedback about what people want to see in the district.

Cincinnati Streetcar Plan Pits Desire For Growth Against Fiscal Restraint

CINCINNATI, OH — It has been a long time since a streetcar was just a streetcar here.

Instead, a $133 million project to build a 3.6-mile streetcar line through downtown has come to represent, depending on whom you talk to, a debt trap that will sink the city or an ambitious development effort that is central to Cincinnati’s revival.

And when the debate ended last week in an unexpected last-minute victory for the streetcar proponents, it was seen as both a vote of confidence in the city’s future and a reminder of how tenuous support for the project had become.

On the brink of being shut down, the project was saved by a successful petition drive and a written commitment, provided by the Haile U.S. Bank Foundation, from about 15 private backers to pay up to $9 million in operating costs, if needed, over the line’s first decade.
