McKeesport Backs Effort To Rebuild Housing In Seventh Ward

McKeesport soon may have two new homes built in the city’s Seventh Ward cultural and educational district — and perhaps more after that.

City council Wednesday gave “unqualified support” to ACTION-Housing Inc.’s requests for funding for two homes on space cleared near the Twin Rivers school complex.

“ACTION-Housing will act as a partner with the city in the development and sale of the two new homes,” Mayor Michael Cherepko wrote in a letter dated Feb. 27 to Allegheny County’s Department of Economic Development.

That department handles a housing development fund and affordable housing trust fund that could be part of a mix of funding sources the nonprofit will pursue.

Tiny Houses Offer Big Potential In Neighborhoods Like Garfield

Tiny houses could play a big role in rebuilding Garfield by filling some of the neighborhood’s hundreds of vacant lots and boosting homeownership in a more affordable way, officials say.

Downtown nonprofit cityLAB intends to build a 210-square-foot home on a small parcel between two-story homes on North Atlantic Avenue, a couple of blocks from bustling Penn Avenue. Leaders of the group hope more will follow.

“There’s no such thing as a small building project,” said Chad Chalmers, an architect with Sewickley-based Wildman Chalmers Design LLC who is working on the Garfield project, noting that construction of a tiny house must go through the same steps as a traditional one — in some cases, more requirements.

An added step for Garfield’s tiny house could be to seek a variance to a section of Pittsburgh’s building code that requires any newly constructed home to have an off-street parking space. In this case, the 180-square-foot space would be nearly as large as the home and eat up one-fifth of the property.

Philly Orchard Project Raise Money For A Greener, Healthier City

Growing up in Philadelphia, if my family wanted to visit a farm or an orchard to pick our own fruits and vegetables, we had to get in the car for a long ride. In more recent years, however, there has been a push to provide more green spaces and more community gardens and orchards that would help provide healthier food options to urban neighborhoods, especially those where food scarcity is a serious issue. Since 2007, the Philadelphia Orchard Project (POP) has been working with community-based groups and volunteers to plan and plant orchards in the city.

On Saturday, June 28 from 3 p.m. to 6 p.m., the Friends of Philadelphia Orchard Project and Sedgley Woods are holding a fundraiser to support the work POP has been doing. At this family-friendly event, you are invited to come learn how to putt, and drive discs from golfers of Sedgley Woods in East Fairmount Park. Tickets start at $15 and include a free POP pint glass. Children under the age of 12 are free.

The money raised will allow POP to continue its work planting orchards in vacant lots, community gardens, schoolyards as well as other urban locations. So far they have supported 46 orchards and have planted 36 orchards and 697 trees. Their bounty has included apples, asian pears, cherries, figs, peaches, pears, plums, berries, grapes and kiwi.

Land Bank Ordinance Legislation To Boost Lot Cleanups In Pittsburgh

Some of Pittsburgh’s vacant lots become dumping grounds for used tires. Others get filled with construction debris. Some are overwhelmed with knotweed, a thick and invasive species that has been a plague since Bill Harlak started cleaning lots 34 years ago.

Harlak is executive director of City Source Associates, the city’s property maintenance contractor. He attempts to keep tidy 7,200 vacant city-owned lots, plus 1,400 the Urban Redevelopment Authority owns. His dozen employees clean perhaps 2,000 lots a year, he said.

“There’s always more land,” he said.

Surplus city-owned property, whether a patch of grass or an abandoned home, drains about $5.5 million a year from the budget, according to the city planning department. The estimate includes costs to the Department of Public Works, Bureau of Building Inspection and police. A newly established land bank could reduce the cost — if it can succeed in selling abandoned properties.

Philly Ups Aggressive Tactics In Fighting Blight With CLIP Bill

CODE OFFICERS looking to rid nuisance conditions in locked-up, vacant lots around town just might get a pair of shears to gain access, if a bill becomes law by the end of January.

Legislation passed in City Council on Thursday would allow workers in city’s Community Life Improvement Programs, or CLIP, to clip the locks on vacant and abandoned fenced-in lots whose owners are either lost, unknown or unresponsive.

The ordinance, sponsored by Councilman Kenyatta Johnson, gives greater power to CLIP, which works to improve the appearance of neighborhoods and eradicate blight.

Philadelphia Council Committee Says Yes To A Land Bank

After years of talking the talk about getting a land bank in Philadelphia, where blight scars entire neighborhoods, City Council started Monday to walk the walk.

On a 6-1 vote, Council’s Committee on Public Property and Public Works approved a resolution to establish a land bank. The bill still needs a vote of the full Council.

If it approves, Philadelphia would become the largest city with a land bank. Land banks streamline the process for rescuing blighted property, whether by homeowners who want to turn a vacant lot next door into a garden or developers who hope to buy clusters of houses to make way for a major project.

One expert said Philadelphia was better equipped than some cities with land banks, such as Flint, Mich.; Cleveland; and St. Louis.

Wilkes-Barre Group Aims To Revitalize Neighborhoods

WILKES-BARRE — A nonprofit organization has it eyes on city-owned vacant lots as part of a plan to revitalize neighborhoods.

Larissa Cleary, founder of In the Gap, presented the group’s plans for the properties to City Council this week. “My idea is to utilize the city’s land; sell it to me for $1 in order to build and develop the area,” she told council.

With only five minutes to present her group’s plan, Leary provided a summary and said she looked forward to meeting with council members for a more in-depth discussion.  If given the opportunity to do so, she said, “I could make every one of them happy.”

In the Gap, based in the city, intends to construct 12 townhouses on Hickory Street and single-family houses in the 400 block of South River Street, she said.  If the lots don’t sell, the group would revamp its plans so the townhouses would be rent-to-own properties, Cleary said.
