Financial Picture Improves For City Schools, York City School District Says

The York City School District’s financial picture has started to stabilize during the past several years, said Richard Snodgrass, the district’s business manager.

That’s due to factors that include additional state money and the district’s attempts to control costs better, he said.

At the end of the fiscal year on June 30, the district should have a fund balance of about $6.7 million. That helps provide a cushion, he said, as the money the district gets does not all come in at once.

Testimony: Luzerne County Transit Authority Employees Worked In Fear

ROYALTON, PA — Employees at the Luzerne County Transportation Authority worked in constant fear of losing their jobs unless they fraudulently inflated ridership numbers, and the former chairman of the board knew about it years ago, according to testimony heard Monday.

Prosecutors began laying out their case against Executive Director Stanley J. Strelish, 60, and Operations Manager Robb Alan Henderson, 58, who were charged last month with conspiring to inflate senior citizen ridership numbers in the “ghost rider” scandal.

Both men, who are free on unsecured bond and remain suspended without pay, declined to comment following an all-day preliminary hearing held Monday before Magisterial District Judge David Judy. The hearing, which continues today, represents the first public testimony in the case.

Robert Turinski, former LCTA board chairman, testified that he suspected Strelish was inflating senior ridership numbers as far back as 2007.

Opposition Builds To Library Funding Cut By Lower Pottsgrove Township

LOWER POTTSGROVE TOWNSHIP, PA — The township commissioners’ decision to reconsider its 2014 funding for the Pottstown Regional Public Library has resulted in a swelling of support for the library and a number of efforts to keep the funding intact.

Earlier this month when the Board of Commissioners reorganized, the new majority announced its intention to open up the 2014 budget adopted one month earlier and reduce funding to the Pottstown Regional Public Library on High Street.

Paradoxically, in December, Lower Pottsgrove had joined with both Upper Pottsgrove and Pottstown borough in increasing the allocation to the library for 2014.

In Lower Pottsgrove’s case, the commissioners had agreed in December to increase the annual allocation by $5,000 — up to $65,000.

SEPTA Warns Of ‘Devastating’ Cuts

With a showdown looming in Harrisburg, SEPTA officials made a final pitch Thursday for millions more in state aid to avoid a “devastating” cutback in service.

A House vote is expected as early as next week on statewide transportation funding, and SEPTA says it is prepared to enact a doomsday plan to eliminate nine of its 13 rail lines, close a subway line, and convert all trolley routes to bus lines.

Deputy general manager Jeffrey Knueppel told the SEPTA board that old rail bridges, power stations, vehicles, and train stations could no longer be maintained and must be replaced.

Without more state funding for those capital needs, SEPTA will begin a “rational progression” of cutbacks over a decade, starting next year, Kneuppel said.
