Changing Skyline: Could Haddon Township Be Cool As Collingswood?

Editor’s note:  This is a very good article about how to revitalize an urban walkable community. Maybe some of the Pottstown leadership might take 5 minutes and read something constructive on how to bring about revitalization.  A simple phone call to either of these communities might provide invaluable information.  People like to share their successes!

For years, planners and residents have been trying to understand why Haddon Township isn’t more like Collingswood, the millennial enclave that is South Jersey’s answer to Fairmount and East Passyunk. Situated side by side in Camden County, the two towns are old-school commuter suburbs, with small house lots, good sidewalks, and great transit to Center City. They even share a main street, Haddon Avenue, which runs through the center of both.

The pair are models for what smart-growth advocates call walkable urbanism, but Collingswood’s downtown is by far the buzzier place. You can stroll for blocks along its part of Haddon Avenue, poking into vintage stores, stopping for coffee, enjoying an al fresco meal at a BYOB. In the evenings, it’s common to see pedestrians toting a wine caddy or pushing a stroller.

In Haddon’s downtown, known as Westmont, you might not see any pedestrians for blocks.

Westmont is a frustrating example of potential unrealized. Like Collingswood, it boasts a burgeoning restaurant scene and a weekly farmers’ market. It has some great blocks filled with early 20th-century storefronts that would look at home on Passyunk Avenue. But those destinations are just lonely islands in a stream of dreary strip malls and parking lots.

Heinz Endowments Looks To Smart Urban Planning For Pittsburgh Moment

The Heinz Endowments is redirecting resources toward smart urban planning to seize upon an “amazing moment” in Pittsburgh’s development, foundation president Grant Oliphant said Thursday.

A citywide building boom, an infusion of young professionals and heightened partnerships between foundation and civic officials are among factors jump-starting conversations about long-term planning strategies.

“Suddenly, in 2015, Pittsburgh is a place to be,” Oliphant said. “There is an energy in Pittsburgh around development that makes possible things that were really not possible to push forward 10 years ago.”

Oliphant’s remarks emerge 18 months after a major personnel shakeup at The Heinz Endowments, Western Pennsylvania’s second largest foundation with more than $1.5 billion in net assets. A string of executive departures in 2013 left the foundation without an executive director for eight months, amid an apparent clash between the Heinz family and departing staffers over the foundation’s ties to an industry-backed environmental group.

Wolf Brings Urban Policy Expertise

HARRISBURG — Pennsylvania’s next governor knows all about distressed cities.

Gov.-elect Tom Wolf spent 12 years as president of Better York, a nonprofit bent on revitalizing the city of York. In that role, he worked closely with a nationally prominent urban expert who promotes regional solutions for urban woes.

As he prepares to take office Jan. 20, Wolf said he wants to lead a statewide discussion about how the future of older cities such as Scranton, inner ring suburbs and the surrounding townships are interrelated.

“What I bring to this is a real appreciation for what cities do,” he said in an interview.

Gov. Corbett Announces Redevelopment Grant For Former Saks Site, Oliver Building

Surrounded by an array of Pittsburgh civic and development interests, Gov. Tom Corbett stood in Mellon Square Monday to announce a $4 million state grant to seed the redevelopment of the Henry W. Oliver Building and its neighbor, the former Saks Fifth Avenue department store.

Mr. Corbett told a small crowd overlooking the planned developments that the Henry W. Oliver Building had special interest for him because he had worked in an office there during his career in private practice before joining the U.S. attorney’s office for the Western District of Pennsylvania. Noting that he had been in the city last week to release state funds for a theater project for Point Park University, Mr. Corbett called Pittsburgh, “a model for redevelopment and smart growth.”

Construction Of Apartments Underway In Live/Work Worthington neighborhood

It’s taken a little time, but Keystone Custom Homes’ Worthington at Township Square neighborhood is quickly taking shape, with its residential and commercial/retail areas complementing each other.

There’s a lot going on in the community, including a new model home and work on the apartment phase of the subdivision, said Janette Hawkins, vice president of marketing and information technology at Keystone.

The Manheim Township smart-growth development will feature 259 houses — 196 singles, 33 duplexes and 30 townhomes — along with rentals above the commercial space.

The model house is a 3,197-square-foot Manchester with traditional elevation, including a wraparound front porch, a stone front and three reverse gables with pent roofs.

In Post-Lower Macungie Development Boom, Talk Of ‘Smart Growth’

Jim Palmquist is one 66-year-old who has the time, motivation and legs to walk the nearly two-miles from his Lower Macungie home to the closest restaurant.

What he doesn’t have is a death wish.

With the proliferation of cars and trucks clogging roads between his Fresh Meadow Drive neighborhood and the closest Brookside Road businesses, walking can be a life-risking proposition, particularly because of the sporadic placement of sidewalks and walkways that go virtually nowhere.

“This is a township that is completely auto driven,” said Palmquist ,who recently did a thorough study of sidewalks in the area of Lower Macungie and Brookside roads. “You can’t walk to the Wawa. You can’t walk to the township building.”

Thomas Hylton Tells Derry Township How To Be All They Can Be

Speaker to Kick-Off the Review of the Comprehensive Plan

Pulitzer Prize winning author of Save Our Land, Save Our Towns and Smart Growth leader, Tom Hylton, will kick-off the Township’s Comprehensive Plan survey, Your Vision for Derry Township, on Monday, September 12, at 7 p.m., at the Hershey Public Library. (The survey will be available online at www.derrytownship.org in late August.)

Hylton won the Pulitzer Prize for a series of articles he wrote about Smarth Growth issues in Eastern Pennsylvania.  He also authored and produced a documentary that showed on WITF.  He will discuss Smart Growth, Walk to School Programs, and how to make a community the best that it can be.  (Because it has worked so well in Pottstown)

The September 12th event is free and open to the public.  However, seating is limited. To reserve a seat, email SandyBallard@derrytownship.org and she will mark a seat(s) with your name on it until 6:45 PM and notify you via email if the event needs to be moved to a larger location.

All I can say to the nice folks in Derry Township is, before you go getting all in a lather, come to Pottstown and see Mr. Hylton’s handiwork first-hand.

Former Franklin Mint Site In Delaware County Being Eyed For Planned Community

A 173-acre site, that includes the former Franklin Mint in Middletown, Delaware County, will become a planned community if developers have their way.  The mint site and two other adjacent properties will be developed into a new “walkable community”.  This project would take 5 – 10 years to complete and would feature 1,253 homes, 798,000 square feet of commercial space, 235,000 square feet of office space and a 225-room hotel.

The new community would enable residents to live, work and play in the same place.  This “town center” concept is becoming very popular.  Construction would create 4,748 jobs.  The number of permanent jobs this project would bring to Middletown is estimated at 2,800!

Tax revenue generated from this project, for the borough, school district and county, would be over $8.1 million!  The Franklin Mint, Middletown site has been closed since 2004.

Public hearings have already started and developers stated they are willing to hold as many hearings as it takes.  500 people attended last night’s legislative hearing.  The Franklin Mint redevelopment project is endorsed by the Delaware Valley Smart Growth Alliance and the Delaware County Chamber of Commerce.

The project is strongly opposed by a group called Save Middletown.

Pittsburgh Building Comprehensive Growth Plan With Participation From Thousands Of Residents

Pittsburgh is establishing a comprehensive growth plan to “right size” the city after years of population loss.  Year one has already been completed with thousands of residents taking part in helping to shape a way forward for Pennsylvania’s second largest city.

This plan, which is expected to be completed in 2014, will focus on the following areas in order:

Open spaces and parks – wrapping up

Cultural heritage and preservation – up and running

The next ten have yet to be started:

Transportation

Public art

Design

Energy

City-owned buildings

Infrastructure

Economic development

Housing

Education

Zoning

Land Use

The Pittsburgh planning department is enthusiastically seeking participation from city residents!  The cost of this long-range plan is $2.3 million dollars.  Cities are not required to submit comprehensive plans but they can opt to do so.  Only a handful of cities have done this.  Pittsburgh is once again being a leading innovator in their approach to managed growth and sustainability.

These components were not accidentally chosen.  Open space is first because vacant land use will influence every other category on the list.  Pittsburgh has 5,500 acres of open space.   Half is parks and 14,000 vacant lots make up the rest.  Pittsburgh realizes that green space has an impact on property values.

These meetings last two hours and are held on various nights and in several locations around Pittsburgh to maximize citizen involvement.

Pittsburgh is consistently ranked as one of America’s most livable cities.
