Lancaster Promotions Office Hiring Special Events Manager

Lancaster City is hiring a special-events manager for the Lancaster Office of Promotion.

LOOP, successor to the Mayor’s Office of Special Events, is creating the new position because of the office’s expanded role. The arts and entertainment events organization now promotes the city as a destination for the arts, shopping, cultural attractions, dining and special events.

The special-events manager will handle event and activity permitting and coordinate with community organizations, sponsors and city departments, according to the job description.

Colebrookdale Township Names New Police Chief

The Colebrookdale Township commissioners have named a new police chief.

Sgt. David Viola, who has served as officer-in-charge since the December retirement of Chief Christopher Schott, was permanently promoted to the post, effective Oct. 1, at the commissioners meeting Monday.

Allentown Officials Name Interim Police Chief; Announce Other Promotions

Allentown officials announced an interim police chief and other promotions at a ceremony Friday.

Allentown police Assistant Chief Joseph Hanna has been named interim chief. Hanna and most of the top brass will be retiring this year under terms of a pension deal they signed almost five years ago.

Allentown police Capt. George Medero was also promoted to the department’s assistant chief, the first Latino to be named to the position.

Pottstown Police Dept. Announces Promotions

POTTSTOWN — After 23 years on the Pottstown police force, Robert Thomas has a new position and a new office in Borough Hall.

Thomas, in a ceremony during Wednesday night’s Borough Council meeting, was promoted to the rank of captain.

His promotion comes on the heels of the promotion of his predecessor, Richard Drumheller, to police chief.

Thomas was a sergeant for 11 years and he led the detectives unit.

Sinking Spring Borough Hires First Manager

For the first time in its 100-year history, Sinking Spring has a borough manager.

Regina M. Shade, secretary/treasurer since 2000, was named to the new post by a 5-0 vote Thursday night. Councilmen George Butkus and Steven Suruskie were absent.

“She’s already doing the job without the title,” said Councilman Edward D. Oswald Jr., who made the motion to appoint Shade near the close of council’s monthly meeting.

“Where most municipalities have managers, we’ve been running as if it’s still 1963,” Oswald said.

Pottstown Council Poised To Name Drumheller As New Police Chief

Editor’s note:  Would it have made more sense for Capt. Drumheller to take the Civil Service test before being offered the promotion?  I love how council forms a committee to find a new police chief and they do absolutely nothing.  The point of the committee was exactly what?  We all know how things work in Pottstown **wink, wink, nod, nod**  Thank you Evan for your candor in reporting this process.

POTTSTOWN — Police Capt. Richard Drumheller is now one step closer to being Police Chief Richard Drumheller.

If approved by a borough council vote Monday night, Drumheller will replace Borough Manager Mark Flanders, whose retirement as police chief becomes official April 14.

Since he was appointed Nov. 13 as borough manager, Flanders has held both positions, although drawing only one salary.

For the most part, Drumheller has been running the department since then.

Chester Mayor Shakes Up Police Department

In something of a leadership shake-up, Chester Mayor John Linder has replaced three of his highest level police officers with three formerly lower-ranking lawmen.

In addition, the mayor announced Tuesday that he has created a police narcotics task force and beefed up highway patrol.

Linder, who also is the city’s public safety director, said the personnel moves are part of the changes and on-going assessment he vowed when he took office last year.

“I saw some areas I wanted to change, and the only way to change things was to move (personnel) around,” Linder said Tuesday.

Pottstown Chooses Sparagana As New Schools Chief

POTTSTOWN, PA — The school district’s acting superintendent became its official superintendent Thursday night when the school board unanimously approved a three-year contract for Jeff Sparagana worth more than $173,000 a year.

The vote came almost three months to the day after Reed Lindley abruptly resigned as Pottstown Superintendent.

In a vote that appeared nowhere on the night’s school board agenda, Sparagana was provided with a contract that ends on June 30, 2016.

His term begins immediately.   Sparagana’s “aggregate annual salary” will be $173,624, according to the terms of the contract, explained after the vote by School District Solicitor Stephen Kalis.

Speaker On Flanders Appointment Quieted By Pottstown Police

POTTSTOWN — A man who apparently did not understand that comments at borough council meetings are to be made at the beginning was shut down Tuesday night by Borough Council President Stephen Toroney and plain clothes police as he tried to comment on the appointment of Mark Flanders as the new borough manager.

Waiting until a motion and second had been made for Flanders’ appointment, an elderly man in the back of the room, said he had a question on the matter.

But Toroney told him “this is a public meeting and comments are to be made at the beginning of the meeting.”

“How are you supposed to comment when you don’t know what’s going to happen?” asked a woman in the audience.

Pottstown Council Chooses Police Chief Mark Flanders As New Borough Manager

POTTSTOWN,PA — With a unanimous vote, Police Chief Mark Flanders became Borough Manager Mark Flanders Tuesday night when council unanimously appointed him to the post and unanimously awarded him a one-year contract that nets him $120,000 and four weeks vacation.

Flanders will also remain the police chief until his official retirement in April, however he will not earn two salaries, Borough Solicitor Charles D. Garner Jr. explained.

“For the one salary, you get both jobs,” Garner said.

Prior to the vote, each council member carefully and quietly enumerated their reasons for supporting Flanders’ candidacy, several of them saying they were impressed with the way he had handled the job since July.

Council Vote Will Clear The Way For Drumheller As New Pottstown Police Chief

POTTSTOWN — Borough council will vote Tuesday to begin the process of creating a Civil Service list for the position of police captain, thus clearing the way should the current captain, Rick Drumheller, be named the new police chief.

The current chief, Mark Flanders, must retire in April as the result of his participation in an early retirement program.

He is also currently serving as the interim borough managers and several sources have indicated he will be named to that position permanently at Tuesday evening’s meeting.

Last Wednesday night, council, at the urging of Safety Committee Chairman Mark Gibson, indicated it is willing to begin the process of Civil Service Commission testing to create an eligibility list for the rank of captain.
