Philadelphia Art Commission Grants Final Approval To Reading Viaduct Spur

The Reading Viaduct Spur took another step toward reality Wednesday morning when the Philadelphia Art Commission gave the project the blessing of final approval.

The Spur is a quarter-mile arm of the viaduct that stretches between Broad Street and Callowhill Street.

Wednesday’s presentation described in detail how Phase 1 would incorporate plant material and path surface materials (think chip seal paving) into the project. It also addressed how structural elements (think bridges) would be rehabilitated; how recreational features (benches, swings, lighting) would be strategically placed on the site; how toxins (mostly railroad ballast, very little PCB presence) would be remediated; and how the entire spur would be maintained.

The Center City District is still raising money to complete the planned improvements on the first phase of the project. The group has raised about 65 percent of the $9 million it needs for the “SEPTA spur” and is pursuing a $3.5 million grant from the state’s Redevelopment Assistance Capital Program (RACP), according to John Struble, of Friends of the Rail Park. After the improvements are completed, the city would take over ownership of the park.

Arena, Boscov’s Among Suitors For State Redevelopment Funds

More than 300 groups from across the state are lining up to get a piece of the $125 million available for Pennsylvania redevelopment projects.

Those requesting funding include the Luzerne County Convention Center Authority, which wants to upgrade Mohegan Sun Arena.

The competition is stiff in this recently streamlined state program — called the Redevelopment Assistance Capital Program — with funding requests totaling 10 times the available grant money.

Gov. Tom Wolf will decide which projects receive grants in the fall.

Add $325 Million To Price For Philadelphia Gallery Makeover

The Pennsylvania Real Estate Investment Trust and the Macerich Co. say it will take $325 million in new investment to transform the Gallery at Market East into what they are calling Fashion Outlets of Philadelphia.

That is on top of the $250 million already spent by PREIT to assemble what had been privately owned property in the project area, bringing the total development cost to about $575 million.

The rest of the area still owned by the Philadelphia Redevelopment Authority will be conveyed to the developers as part of the revitalization plan being reviewed by City Council.

Philadelphia Moving Forward On Reading Viaduct Rail Park

The city is moving to purchase a portion of the Reading Viaduct in anticipation of the development of an elevated park there.

Councilman Mark Squilla introduced a bill last week that would authorize the purchase of the portion of the viaduct curving from 13th Street southeast to Callowhill between 11th and 12th. The 0.8-acre property is currently owned by SEPTA. It rises from ground-level up to the elevated portion of the viaduct to the east, a former rail line that’s been out of use for 30 years.

CEO Of Royal Square Development Shares Market Street Vision For York

For Joshua Hankey, Wednesday was about as big a day as they come.

Only minutes after closing a deal on one key property — The Weinbrom Jewelers building at 58 W. Market St. — Hankey presented his $11.7 million plan to redevelop Market Street to a packed audience at the Yorktowne Hotel Ballroom.

The 36-year-old president and CEO of Royal Square Development and Construction presented his vision of a transformed Market Street to about 180 Rotarians and guests, a crowd that included business owners, clergy, attorneys, doctors and other prominent citizens.

The vision, Hankey said, is to breathe new life into the Market Street corridor, so that it serves to link thriving commercial areas on Beaver Street and the Royal Square neighborhood Hankey’s company is redeveloping.

$2.5 Million Grant To Aid Granite Building Hotel Project In Downtown Pittsburgh

DSC01828Gov. Tom Corbett delivered a $2.5 million state redevelopment assistance capital grant this morning to jump start Downtown’s latest hotel project — 104 rooms, three bars, and a brasserie-style restaurant at Wood Street and Sixth Avenue.

The $38 million independent boutique hotel will be housed in the Granite Building, a Romanesque-style structure built in 1889 and site of the former German National Bank. A building next door that once housed an Arby’s restaurant also will be part of the development.

The project is being developed by Holly Brubach, a former New York Times style editor who bought the Granite Building in 2006 with the intent of turning it into condominiums.

But that project was done in by the recession, prompting Ms. Brubach to change course.

Corbett Announces $10M In Grants For Almono Project In Hazelwood

Before local developers can build a projected $1 billion in apartments, offices, retail shops and tech suites on the former LTV Steel Corp. site in Hazelwood, they need about $103 million in streets, utility lines and other infrastructure upgrades.

“There’s huge interest in this site, tremendous interest in this site, from developers not only in the region, but across the country,” said Don Smith, president of the Regional Industrial Development Corp., which is managing the project. “Really, it’s all just interest until we can give them some certainty that the site will be ready for their buildings to open.”

Gov. Tom Corbett on Wednesday announced $10 million in state grants to support development at the 178-acre Almono property along the Monongahela River.

With $30.7 Million In State Grants, U.S. Steel Promises To Stay In Pennsylvania

United States Steel Corp. is committed to keeping its headquarters in Pennsylvania, Gov. Tom Corbett said Friday as he announced the state was providing $30.7 million in grants for the Fortune 500 company to help rehabilitate some of its plants.

The company has not said publicly that it was looking to relocate from Pennsylvania, but there has been speculation about whether it would move to another site in the region when its lease at U.S. Steel Tower, Downtown, expires in 2017.

Corbett and administration officials acknowledged that they acted to secure a commitment from the company to stay in Pennsylvania based on fears — and not any knowledge — that it would exit the state.

“I think they were considering it,” said Corbett. The governor cited Chicago and Indiana, where U.S. Steel has its largest mill, as places where he thought it might relocate.

As Developer Buys Up York Neighborhood, Some Residents Refuse To Sell

The CEO of several companies buying dozens of homes in a York City neighborhood said he will not use eminent domain to acquire more properties, though he believes he “absolutely” could.

Bill Hynes, known locally for his business relationship with members of the rock band Live and their Think Loud Development projects, said the goal is to own all of the properties on the northern side of East Chestnut Street.

Nearby, Hynes and his business partners are in the midst of a $16.8 million project to renovate a former factory at 210 York St. After that project is done, work will begin on the construction of a 40,000-square-foot data center — at an anticipated cost of $30 million — for United Fiber and Data, a fiber optic company with plans to build an information-transmission line between New York and northern Virginia.

Dietz & Watson To Build $50M Complex In Tacony

Cold-cuts maker Dietz & Watson will build a $50 million, 200,000 square-foot trucking and distribution center on a large tract between the company’s Tacony Street headquarters and the old Frankford Arsenal on the Delaware River, Gov. Corbett and Mayor Nutter confirmed this morning.

The deal was first reported from industry and city sources June 18 in The Inquirer.

The center will employ 110 who will pack and ship Dietz & Watson and Black Bear-brand meats and cheeses. Another 50 or more jobs will be created as the facility expands, Corbett said in a statement.

Elevated Park On Rail Viaduct Finally Firming Up In Philly

Neighborhood volunteers first began cultivating the idea of converting the ruins of the Reading Viaduct into Philadelphia’s own elevated park more than a decade ago.

After years of organizing, raising money, and drafting proposals, their efforts – and those of the politicians and professional planners who joined the cause – finally appear ready to bear fruit. Without fanfare, the city and the state have included millions of dollars in their latest budgets toward the first phase of the project: transforming the quarter-mile railroad “spur” that curves through the city’s burgeoning Loft District and dead-ends onto North Broad Street.

Turning that section into a park with stunning Center City views is just a small part of the overall vision to “green” abandoned railroad infrastructure, transforming foreboding eyesores into amenities.

A larger, 4/5-mile section of the viaduct stretches with fortresslike walls from Fairmount Avenue to Vine Street. Across Broad, the old railroad line drops below street level, running through a subterranean channel from the former Inquirer and Daily News building to Fairmount Park at Girard Avenue.

Failed Movie Studio In Montco Cost Taxpayers Millions

NORRISTOWN, PA — The project to transform an old Norristown shopping center into a movie studio was supposed to bring the glitz and fortune of Hollywood to the sagging seat of Montgomery County.

Build it and filmmakers will come. Build it and jobs will come and lift Norristown to prosperity.

That dream fizzled like a box-office bomb last May, when the project’s investor filed for foreclosure against the developer.

The forlorn shopping center, Logan Square, sits half-empty, its fate likely to be announced in the coming weeks. The county is grappling with how to recoup the $25 million it sank into the project — including $10 million in federal funds it must repay — and its lawyers are preparing a lawsuit against the developer. And prosecutors are scrutinizing the deal to see if more than bad luck and poor judgment were to blame.

Westmoreland County Will Ask For $1 Million From State To Raze Monsour Medical Center

Westmoreland County will ask the state for $1 million to pay for demolition of the former Monsour Medical Center in Jeannette, which officials say has deteriorated to the point it poses a hazard for pedestrians and motorists.

Jason Rigone, executive director of the Westmoreland County Industrial Development Corp., will ask the county commissioners on Thursday to approve a business plan that will be submitted to the Redevelopment Assistance Capital Program in Harrisburg by the Feb. 7 deadline.

The program is highly competitive. Last year, Gov. Tom Corbett approved 58 projects totaling $133 million across the state.

“It will be competitive going in for Monsour, but I think the state sees Monsour as a priority,” Rigone said.

For an evaluation of Mayor Chris Doherty’s 12 years in the top city job, listen to his chief critic.

“Overall, the mayor did a very good job. He had a vision for the city and, by and large, I think he fulfilled that vision,” city council President Janet Evans said.

This is the same Janet Evans who spent the better part of her 10 years as a councilwoman ripping Mr. Doherty for one shortcoming or another at weekly council meetings.

Not that Mrs. Evans is done criticizing. She still thinks Mr. Doherty borrowed too much money, should have negotiated contracts with the city’s police and firefighter unions instead of fighting a losing and costlier arbitration battle and needed, in his later years, more experienced cabinet members.

Latest Phase Of Wilkes-Barre Streetscape Project Completed

WILKES-BARRE, PA — State and federal funds paid for the latest phase of the city’s latest streetscape project, and Mayor Tom Leighton on Thursday said more money will be sought to complete the improvements downtown.

Sheltered from the rain under the overhang of an office building on Public Square, Leighton and more than a dozen state, city and local economic development officials stood on a section of concrete sidewalk poured in the summer and marked the completion of Phase 5 of the project with a ribbon cutting.

The mayor thanked the downtown businesses for their patience during construction that brought new walks, trees and curbing on a quarter of the Square from South Main Street to North Main Street and along East Market Street to Washington Street.

Brandywine To Build 47-Story FMC Tower In University City

FMC Corp. has agreed to move its headquarters from 1745 Market St. in Center City into the new tower that Brandywine Realty Trust has been trying to build, NE corner of 30th and Walnut Sts. in University City, for the past 5 years. The $341 million FMC Tower will rise 47 stories — 650 feet — and include 575,000 sq ft of offices, 10,000 sq ft of retail — plus 260 apartments. Adjoins a 2,000-space parking garage built by Brandywine that also serves IRS workers at Brandywine’s former 30th St post office nearby.

FMC will move its headquarters staff — currently 546 bosses and workers — to the new tower by June 2016, spokesman Jim Fitzwater told me. FMC will lease 253,000 sq ft for 16 years; the University of Pennsylvania will rent another 100,000 sq ft on four floors for 20 years.

Lower Macungie To Apply For $2.75 Million In Costco Project Grants

Lower Macungie commissioners have approved an agreement to apply for and sponsor $2.75 million worth of state grants that would help fund a planned Costco-anchored shopping center.

The board on Thursday night unanimously approved an agreement with the developers of the planned $140 million Hamilton Crossings shopping center to serve as the public applicant for grants from the state’s Redevelopment Assistance Capital Program.

The money will be used for remediation and/or development of the property at the Route 222 bypass and Krocks Road if the project ultimately moves forward.  The developer plans to bring a Whole Foods and Target to the shopping center.

The developers — the Goldenberg Group of Montgomery County and Tim Harrison of Staten Island, N.Y. — hit a snag earlier this year when Lehigh County commissioners rejected a plan that would have allowed the project to benefit from tax increment financing, an arrangement under which tax revenues from the shopping center would be used to finance the project.

Westmoreland County Community College Breaks Ground On Tech Center In Former Sony Plant

Last week, Westmoreland County Community College broke ground on its new $9.4 million Advanced Technology Center in the former Sony plant near New Stanton.  The college’s workforce development program will move to the expanded classrooms and labs by fall 2014.

But county and college officials also hope the new center will be an incubator to help grow manufacturing businesses throughout the region.

“We are building on Western Pennsylvania’s manufacturing roots,” said Doug Jensen, WCCC assistant vice president for workforce education.  “The entire manufacturing sector is growing in so many ways we need a different workforce and skill sets.

“Just as Pittsburgh has been an incubator for businesses in the biotech field with its universities, we want Westmoreland County to be an incubator for the manufacturing sector; we want entrepreneurs to come here. We want to serve the entire region in these emerging sectors, including energy.”

Art Lives At GoggleWorks; Artists To Live At GoggleWorks II

Entertainment Square at Second and Washington streets is about to get another boost, this one aimed at combination apartment/studios for professional artists.

Retailer Albert R. Boscov this week said his nonprofit Our City Reading is ready to start on a $4.5 million renovation of a still-unused portion of the GoggleWorks Center for the Arts on the square’s northeast corner.

That five-story building, also called GoggleWorks II, is connected to the main building by overhead walkways.

It will get 20 to 25 so-called live-work spaces, ranging in size from 1,200 to 2,800 square feet, with roughly a third of each to be living space in the interiors, and two-thirds to be studio space next to the big windows of what had been a safety equipment factory.

Three York County Projects Will Benefit From Pennsylvania Bond Sale

The Pennsylvania Redevelopment Assistance Capital Program is going to receive just that, an infusion of capital that will make three York County projects possible.  Approval has been given for the sale of $650 million dollars in bonds by Pennsylvania Treasurer, Rob McCord.

The Northwest Triangle project is waiting on a $7.5 million dollar grant to demolish buildings and make way for new construction.  For more information on the Northwest Triangle, you can read my post on this very large brownfield redevelopment project in York City.

York College is waiting on $4 million dollars to complete various projects around their campus including the creation of a business incubator!

The York Fire School wants to construct a new building for live-burn training.  They have applied for $1.5 million dollars to complete this project.
