Study: Reopening PATCO ‘Ghost Station’ Will Cost $18.5M

The estimated cost to reopen PATCO’s long-shuttered Franklin Square subway station in Old City will be at least $18.5 million, a new study says.

That’s about 50 percent more than transit officials expected.

The study, requested last year by PATCO’s parent Delaware River Port Authority, estimates 1,300 riders would use the station each day, but that nearly all of them would be current riders who now use the 8th and Market Street station.

The DRPA has been considering reopening the “ghost station” beneath Sixth and Race streets for years, and the agency included $500,000 in its current capital budget to reexamine the issue.

Another Delay For New PATCO Cars

PATCO’s long-delayed rebuilt commuter cars won’t be rolled out this month as planned, as continuing glitches in signal systems have forced another delay, PATCO officials said Tuesday.

Last month, PATCO executives had said the first eight of 120 refurbished cars would be put into customer service in February.

But PATCO president John Hanson said Tuesday, “They’re not going to be ready by the end of this month.”

PATCO is withholding millions of dollars in payments to Alstom Transport Inc. while the manufacturer tries to fix the problem, Hanson said.

CAMDEN, N.J. (AP) – Commuters between southern New Jersey and Philadelphia are in for a rough summer.

Work on the tracks and electrical systems on the PATCO Speedline will mean a less frequent schedule for the train line used by 40,000 per day and closed car lanes on the Ben Franklin Bridge, which carries trains – and 100,000 cars daily – over the Delaware River,

“I have no choice but to catch the train because the parking is horrible and expensive over there,” Juanita King, who works as a scheduler at Philadelphia’s Pennsylvania Hospital, said before she hopped on her train recently at Camden’s Ferry Avenue Station, a popular place for park-and-ride customers from Camden and Gloucester counties.

A round-trip ride from there is $4.50 a day and most of the parking is free.

Pa., N.J. Lawmakers Launch Effort To Rein In Delaware River Port Authority

Republican legislators in Pennsylvania and New Jersey are planning a coordinated effort to change the Delaware River Port Authority and alter its federal charter.

Bills will be introduced in Harrisburg and Trenton to prohibit economic-development spending by the DRPA, give Pennsylvania’s governor the same veto authority over DRPA actions now held by New Jersey’s governor, and require state Senate confirmation of gubernatorial appointments to the DRPA board in Pennsylvania, as is now done in New Jersey.

The bills would also:

– Require a two-thirds majority of the board to approve any toll increases on the DRPA’s four toll bridges;

Mass Transit Ridership In 2013 Highest In 57 Years

Ridership on buses, trains and subways in 2013 was the highest in 57 years, the American Public Transportation Association said Monday.

The growth in transit ridership continued a 20-year trend attributed to higher gasoline prices, a shift by young adults away from automobiles, increased use of mobile technology, and the increasing allure of urban areas.

“There is a fundamental shift going on in the way we move about our communities,” said APTA president Michael Melaniphy.

In 2013, riders made 10.7 billion trips on U.S. public transit systems, up 1.1 percent from 2012. That was the most since 1956.

On The House: SEPTA Rail Lines Boost Suburban Home Prices, Study Finds

Transit-oriented development is not new, especially to older metropolitan areas such as Philadelphia.

Whether in anticipation of the arrival of public transit or in its wake, homes and commercial enterprises have sprung up near rail stations, trolley stops, and subway entrances since 1858, with the advent of horse-car service on Fifth and Sixth Streets between Southwark and Kensington.

The first steam train began running from Philadelphia to Germantown in 1832, igniting a mass-transit boom that would dictate how and where the region would grow.

As rickety as public transit sometimes seems, this region still has an infrastructure that cities such as Los Angeles; Portland, Ore.; and Atlanta have spent billions trying to replicate to ease their dependence on the automobile.

Changing Skyline: Money For Costly Roadwork Would Be Better Spent On Transit

Back in 2010, Gov. Christie shocked transportation experts when he canceled construction of a new rail tunnel to Manhattan, one of the nation’s busiest routes.  The project would have doubled capacity, relieving the terrible rush-hour delays that force NJ Transit and Amtrak trains to queue up to snake through two century-old, single-track tunnels.  But Christie argued that the state couldn’t afford its part of the tab, $3 billion to $5 billion, for relieving the rail congestion.

Price wasn’t an issue earlier this month when South Jersey officials boisterously celebrated the start of another project aimed at reducing congestion.  This one will reconstruct the chaotic Camden County interchange where Interstates 295 and 76 converge with Route 42.  Fixing this one trouble spot – or, rather, making it more tolerable – will cost U.S. taxpayers just shy of $1 billion.

The different responses to these projects speak volumes about how our policymakers think about congestion. Highway traffic jams are still considered unacceptable.  But rail commuters routinely make do with antiquated systems that cause regular delays and breakdowns, like the one that left PATCO riders stranded on the Ben Franklin Bridge for 90 minutes during St. Patrick’s Day weekend.

What makes the I-295 project stand out is its staggering price tag.  Officials say it will take at least $900 million to untangle the South Jersey interchange – a sum equal to 75 percent of SEPTA’s entire annual operating budget.  Yet it doesn’t appear that New Jersey or federal officials ever stopped to ask, “Is this problem just too expensive to fix?”
