The nonprofit owner of the former Hotel Sterling property has turned the title over to Luzerne County.

In a letter to the county solicitor sent Thursday, Scranton-based attorney George Reihner said recent action by the county to garnish CityVest of parking fees being generated at the site on West Market Street took him off-guard.

“Given that CityVest offered the Hotel Sterling property to the county more than two years ago and regularly communicated with county officials about the status of the property since the date of acquisition, I was surprised to learn of these sudden legal actions from the media,” Reihner wrote.

In an attempt to “remedy the current impasse,” Reihner wrote that CityVest has decided to sign over the property to the county. The transaction was recorded Thursday.

City and neighborhood leaders envision a dramatic transformation of the Pittsburgh Zoo & PPG Aquarium’s parking lot and surrounding areas into a park-like expanse including a soccer field and a trail that would extend from Morningside all the way to the Allegheny River.

City Council this month approved the first installment of funding for planning what would be a multimillion-dollar project, which has the backing of Highland Park and Morningside neighborhood leaders and the zoo.

The Heth’s Run Ecological and Recreational Restoration Project, more than a decade in the making, will encompass about a mile of city-owned land from Heth’s Run Playfields behind Chislett Street in Morningside to the Allegheny riverfront.

The project includes a wheelchair-accessible trail through the wooded valley adjacent to the fields into a former city Department of Public Works storage yard and abandoned dumping ground behind the zoo’s parking lot. The paved trail will hug the outer edge of the parking lot, loop under the new Heth’s Run Bridge being built on Butler Street and out to the riverfront.

Toilet, Debris Litter Luzerne County-Owned Lot In Hazleton

HAZLETON, PA — Barry Postupack tried to buy the litter-strewn lot next to his Hazleton business for around $12,000 when Luzerne County government put it on the market in 2008, but he was told he’d have to offer at least $18,000, the appraised value then.

The lot, which has about $80,000 in county fundsinvested in it, was never sold.

As a toilet, broken glass, shopping cart and other debris piled up, Postupack said he continued to inquire with various county offices about buying the land but was never given an opportunity to negotiate. He gave up two years ago.

But the real slap in Postupack’s face was news that Hazleton Mayor Joseph Yannuzzi asked the cash-strapped county to sell the lot at 56 N. Cedar St., last assessed at $15,500, to the city for $1.
