Robert J. Kerns, the former Montgomery County Republican Chairman, pleaded no contest on Monday to a misdemeanor charge of indecent assault in Montgomery County Court.

It was a negotiated plea deal with the Attorney General’s office, and Kerns will serve two years probation and be a registered sex offender for 15 years.

Kerns was accused of having non-consensual sex with an employee of his Lansdale law firm while she was passed out after a night of drinking in October 2013.

More serious charges against him – rape and sexual assault – were dismissed in June by a lower court.

POTTSTOWN, PA — Police confirmed charges Tuesday against a man suspected in Sunday’s early-morning shooting incident as court documents revealed details in the subsequent melee.

Theodore Cosiouse Arnold, 31, of Pottstown, was charged with two counts of attempted first-degree murder as well as six felony counts of aggravated assault, six misdemeanor counts of simple assault, and other misdemeanor offenses including making terroristic threats, possessing an instrument of crime and recklessly endangering another person.

Paperwork indicates the charges were filed Sunday, but Pottstown Police Capt. Robert Thomas said Arnold was not in police custody as of yet.

Arnold was arrested in October 2012 in Pottstown for misdemeanor assault charges but those were dismissed less than a month later, a court docket indicated.

Macungie man told a judge Monday that he and his 3-year-old son saw Borough Councilman Linn Walker’s penis as Walker urinated outside his house in July.

Walker’s defense attorney argued that the alleged act doesn’t amount to open lewdness, the crime Walker is accused of committing that day.  But District Judge Donna Butler said she heard enough evidence during a Monday afternoon preliminary hearing to send Walker’s case to Lehigh County Court.

“I don’t think we would have a whole lot of [media] here today if peeing in public was a normal thing to do,” Butler said in issuing her ruling, adding, “I don’t pee in public.”  She said a jury can decide whether Walker committed a lewd act as alleged.

Walker did not speak to reporters before or after the hearing at District Court in Emmaus.  Although he said after he was charged on Aug. 3 that he planned to step down from council, he has not submitted his resignation to the borough.
