Marie Horn’s front porch offers a panoramic view of the Delaware River and riverfront park in Marcus Hook.

Her back deck overlooks a different scene: empty lots, with curb cuts and street lights prepared for 11 more houses.

The land has long sat vacant, as a nonprofit group struggles to find interested builders or buyers to complete a neighborhood of brightly colored colonials along the river, bookended by a refinery and a former refinery property. Horn’s house is just one of three built in the last few years.

It is unclear when more will join them.

Marcus Hook Refinery Gets Makeover As Natural Gas Hub

It is out with the old and in with the new at the 500-acre waterfront facility formerly known as the Sunoco Marcus Hook Refinery, now the Marcus Hook Industrial Complex.

Workers last week ripped down aging petroleum-processing equipment, part of a labyrinth of machinery that has produced gasoline, diesel, and kerosene for more than a century. Other crews built cryogenic storage tanks more than 130 feet tall with three-foot-thick walls that will hold the future: new fuels from the prolific Marcellus Shale region.

Sunoco Logistics Partners L.P., a pipeline company that bought the property for $60 million last year from its sister company, Sunoco Inc., is converting the site into a major center for processing and shipping natural gas liquids.

“We very much hope this is only the first step in this property,” said Jonathan Hunt, director of the complex. “We’re working on a lot of possible businesses. There’s a lot of opportunities here.”

Sunoco To Pipe Shale Gas Through Clay, West Cocalico Townships

A decommissioned underground pipeline that once carried gasoline across the state and through Lancaster County could see new life from the Marcellus shale gas boom.

Representatives of Sunoco Inc., of Philadelphia, have recently been in West Cocalico and Clay townships doing site surveys and scouting locations for a pumping station needed as part of a statewide retrofit of the pipeline so that it can transport natural gas to a facility in Delaware.

“Mariner East 1 is a project to transport natural gas liquids (NGLs), also called liquefied petroleum gases (LPGs) from the Marcellus and Utica shales in Western Pennsylvania, Ohio and West Virginia to the Marcus Hook Industrial Complex on the Pennsylvania/Delaware border,” Sunoco representative Jeff Shields wrote in an email Nov. 20.

The Mariner East 1 project would stretch from a Sunoco facility just outside Houston, Pa., in Chartiers Township, Washington County, to its transportation hub in Marcus Hook, Delaware County, or a distance of about 300 miles.

Marcus Hook Mayor Convicted Of Charges Related To Drunken Encounter

MARCUS HOOK Mayor James “Jay” Schiliro won’t be lighting up a victory cigar anytime soon.

Schiliro, 39, was convicted in Delaware County Common Pleas Court yesterday on five charges in connection with a bizarre encounter that unfolded in his house Feb. 21.

A 20-year-old man, who had long known Schiliro and described him as a father figure, said he was summoned to the mayor’s house late that night for a chat.

Schiliro allegedly plied the man with wine and offered to perform oral sex on him, the Daily News reported earlier this year.

Marcus Hook Mayor Arraigned On Corruption, Booze, Gun Charges

Marcus Hook Mayor James D. Schiliro was arraigned Thursday on charges he allegedly had a police officer bring a 20-year-old friend to his home, where he gave the minor alcohol and fired a gun in his house while drunk.

Judge David R. Griffin set bail at $50,000 unsecured for Schiliro, 38, on charges of recklessly endangering another person, unlawful restraint, false imprisonment, furnishing alcohol to a minor and official oppression.

“We intend to fight these charges,” said Michael Malloy, Schiliro’s attorney.  Schiliro did not comment.

Schiliro has been asked by the borough council to resign, which he has said he would not do.

Sweeping Changes At Sunoco

Upset but not surprised.  That’s how union leaders characterized their reactions to the news of Sunoco, Inc.’s sweeping changes to its business structure, including the departure of Chief Executive Officer Lynn Elsenhans.

“It’s not surprising that she is moving on. I was expecting it, anyway. She doesn’t run refineries, she just dismantles them and moves on,” said Dave Miller, president of United Steelworkers Local 10-901 representing the Marcus Hook Sunoco workers.

“I’m curious to see where she is going next. I’d be the first one to call them and give them a heads up: Better get your affairs in order.”

After arriving at Sunoco in 2008 and subsequently dismantling the company’s Marcus Hook refinery operations, Elsenhans announced during Thursday’s fourth-quarter earnings conference call that she is stepping down as the company’s chief executive officer and board chairman at the end of the month.

Philly Based Sunoco To Exit Refining Business – Conducting Strategic Review

PHILADELPHIA, Sep 06, 2011

Sunoco, Inc. (NYSE: SUN) announced today that it plans to exit its refining business and has begun a process to sell its refineries located in Philadelphia and Marcus Hook, Penn. Sunoco also announced that it is conducting a comprehensive strategic review of the company to determine the best way to deliver value to shareholders, including how best to utilize the company’s strong cash position and maximize the potential for Sunoco’s logistics and retail businesses. Credit Suisse Securities (USA) LLC has been retained to assist in the review process.

Sunoco will pursue all options to sell its refineries, but if a suitable transaction cannot be implemented, the company intends to idle the main processing units at the facilities in July 2012…
