Art Commission Gives Conceptual OK To Glass Tower At 5th And Walnut

Architect Cecil Baker and developer Tom Scannapieco went before the Philadelphia Art Commission Wednesday with their concepts for creating a 26-story residential tower at 5th and Walnut streets. They were granted conceptual approval with a few caveats, including asking the applicants to bring corrected project renderings, more detailed streetscape plans, and examples of exterior construction materials when they return to the Art Commission for final approval later this year.

The “ultra-high-end” glass tower will include 40 residential units, with two units each of about 4,000 square feet on floors five through 13, and one 8,000- to 9,000-square-foot unit on floors 14 through 26. The developers are “going after a very small, very rich segment of the population,” said Cecil Baker. There will also be a yet-to-be determined ground-floor retail component at the corner of 5th and Walnut. The building will not include a restaurant but will have a fully automated parking garage.

Center City, Philadelphia’s engine for growth for the last decade or more, is showing signs of distress, according to statistics compiled by the Center City District for its annual “State of Center City” report.

From office rental rates to visits to tourist attractions and the number of major conventions on the horizon, a variety of measures of the health of the city’s core suggest it might not be quite as vibrant as hoped.

For instance, while Center City’s population inches higher, office rental rates run stubbornly below national averages, an indication of a city’s weakness in attracting new employers.

Employment in health care and education – the city’s biggest job creators – has been flattening and, in the first time in a decade, declined in 2013.

Union Township Wants Racetrack Developers To Pay For Route 724 Upgrades

After months of discussing potential traffic nightmares, Union Township supervisors want the developers of a proposed motorsports park to abide by PennDOT-required improvements to Route 724.

The issue arose after representatives from Ethan Michael Inc., developer of the proposed Liberty Bell Motorsports Park, asked to remove a potential campground site from the original land development plan.

The plan was submitted more than a decade ago, and the campground site no longer meets Department of Environmental Protection requirements due to recently identified exceptional-value wetlands.

EMI hopes to continue with the motorsports park portion and potentially revisit the campground plan.
