Pennsylvania Turnpike Considers Plans To Replace Allegheny Tunnels In Somerset County

The Pennsylvania Turnpike has revived plans to replace the Allegheny Tunnels in Somerset County, a project that has been talked about for nearly two decades.

The turnpike commission is considering six options for abandoning the 6,070-foot-long tunnels, longest on the turnpike mainline. Three would involve building new tunnels and three would carve an open highway through the mountain either to the north or south of the existing tunnels.

Preliminary cost estimates for the “cut” options range from $242 million to $345 million, while estimates for the tunnel options range from $537 million to $694 million, according to turnpike consultant L.R. Kimball. Annual maintenance costs for a tunnel would exceed $3 million, several times what an open highway segment would cost.

Turnpike spokesman Carl DeFebo said the cost differential was just one of several factors the commission will consider in choosing a preferred option, possibly in the spring.

If gasoline prices continue to hover where they are, Ron Stover might get rid of his Dodge Durango.

These days, the dark silver sport utility vehicle with its V8 engine costs $85 to fill.

“I haven’t filled it up in I don’t know how long,” said Stover, 39, of the North Side.

Pennsylvania drivers pay less for a gallon of gas than they did a year ago, but planned changes to a state tax could increase the cost down the road, even as experts predict prices nationwide might continue to drop.

State’s ‘Public-Private’ Transportation Deal Will Replace 53 Bridges In Allegheny County

A team of Pennsylvania-based subcontractors has three years to replace 558 structurally deficient Pennsylvania bridges, including 53 in Allegheny County.

PennDOT Secretary Barry J. Schoch announced Friday that Plenary Walsh Keystone Partners would lead the department’s $899 million Rapid Bridge Replacement Project.

In the “public-private partnership,” the state retains ownership of the bridges, but the team is responsible for replacing the bridges and maintaining them for 25 years. Construction must begin in summer 2015.

Corbett Announces $10M In Grants For Almono Project In Hazelwood

Before local developers can build a projected $1 billion in apartments, offices, retail shops and tech suites on the former LTV Steel Corp. site in Hazelwood, they need about $103 million in streets, utility lines and other infrastructure upgrades.

“There’s huge interest in this site, tremendous interest in this site, from developers not only in the region, but across the country,” said Don Smith, president of the Regional Industrial Development Corp., which is managing the project. “Really, it’s all just interest until we can give them some certainty that the site will be ready for their buildings to open.”

Gov. Tom Corbett on Wednesday announced $10 million in state grants to support development at the 178-acre Almono property along the Monongahela River.

New Route 345 Bridges Open In Birdsboro

BIRDSBORO, PA — Two new bridges carrying Route 345 over the Schuylkill River and the Norfolk Southern railroad are now open to traffic.

According to a press release from Pennsylvania Department of Transportation’s District 5, traffic was directed over the two new bridges for the first time on Thursday. There is no weight restriction on the new bridges, which daily carry 6,189 vehicles, PennDOT said.

LTV Site In Hazelwood Nearly Ready For New Identity

Work to level a former steel mill in Hazelwood is expected to be done by the end of August, clearing the way for contractors to build a 1½-mile road and run utility lines through the 178-acre property, a developer said on Friday.

“Once the infrastructure work is under way, I think it will unlock tremendous interest in the site” from prospective tenants, said Donald F. Smith Jr., president of the Downtown-based Regional Industrial Development Corp.

RIDC is partnering with four foundations under the name Almono to transform the former LTV Steel Co. site. They bought the riverfront property in 2002 and envision more than $1 billion in development happening there during the next two decades, including 1,400 housing units, 1.3 million square feet of office space and nearly 950,000 square feet of industrial space.

Montgomery County Commissioners Happy With Progress Of Norristown’s Lafayette Street Extension

NORRISTOWN, PA — The Montgomery County commissioners took a tour Thursday to see the progress of what county officials are calling “the largest local infrastructure project in Pennsylvania” and found they were pleased with it.

Leading the tour was Leo Bagely, a transportation planner at the Montgomery County Planning Commission, who has helped to oversee the first phase of the construction project.

“We’ve been at this for a long time,” said Bagely. “What this is going to look like, with the landscaping we’re doing, is we’re going to change the look of how people come out of Norristown.”

Planners Want A Park To Replace Part Of Pittsburgh Zoo’s Asphalt Parking Lot

City and neighborhood leaders envision a dramatic transformation of the Pittsburgh Zoo & PPG Aquarium’s parking lot and surrounding areas into a park-like expanse including a soccer field and a trail that would extend from Morningside all the way to the Allegheny River.

City Council this month approved the first installment of funding for planning what would be a multimillion-dollar project, which has the backing of Highland Park and Morningside neighborhood leaders and the zoo.

The Heth’s Run Ecological and Recreational Restoration Project, more than a decade in the making, will encompass about a mile of city-owned land from Heth’s Run Playfields behind Chislett Street in Morningside to the Allegheny riverfront.

The project includes a wheelchair-accessible trail through the wooded valley adjacent to the fields into a former city Department of Public Works storage yard and abandoned dumping ground behind the zoo’s parking lot. The paved trail will hug the outer edge of the parking lot, loop under the new Heth’s Run Bridge being built on Butler Street and out to the riverfront.

As the 2015 budget season approaches, it is my duty to talk straight about our city’s fiscal challenges and pension legacy costs that have been growing since before the turn of this century. While laying out the dire conditions, leadership requires us to hold out meaningful hope by advocating for bold measures. Long term fiscal game-changers can stabilize our property taxes while enabling us to continue providing quality public services and infrastructure that our people deserve and demand.

At times, I feel like a night watchman of earlier centuries who witnesses a spreading fire and vigorously shouts and rings the bell to alert citizens of the imminent crisis. During the last two city administrations, we’ve been warning of the growing fiscal crisis for 13 years, and we’ve done as much as we can internally to make our budget process transparent, to seek sound recommendations from outside experts, to cut costs, and to be fiscally responsible. The list is extensive.

• In 2003, under Mayor Brenner, our city initiated its first open budget hearings, an annual tradition that continues to this year.

• In 2006, our city was one of the very first in the state to enter the Department of Economic and Community Development’s Early Intervention Program, which provided an analysis of York’s finances by outside experts. Their analysis concluded that York’s financial controls and management were strong but that systemic constraints beyond its control were leading to out-of-control costs. Recommendations included implementing a parking tax, which was done.

Work On Civic Arena Site To Begin In August

Construction of streets at the former Civic Arena site, now a sprawling parking lot in the heart of Pittsburgh, will begin in August, officials said on Thursday.

It will be the first significant activity on the 28-acre site since crews completed demolition of the arena about two years ago. More than $500 million in redevelopment is planned.

“We’re almost ready to start construction of the urban street grid,” said Mary Conturo, executive director of the city-county Sports & Exhibition Authority.

The first phase is expected to cost $9 million and focus on building interior streets on the eastern part of the site, Conturo said. The work is expected to take about a year.

Vision For Future Of Pottstown Ready For Public Feedback

POTTSTOWN, PA — It has been nearly three decades since Pottstown had a new comprehensive plan, but there is a draft on the drawing board right now that is ready for public review.

Crafted with the help of the Montgomery County Planning Commission, the current draft plan provides an overall vision for the community and suggests for how to implement that vision.

The draft calls for taking advantage of what Pottstown has — historic architecture and resources to attract heritage tourism; expanding the airport and railroad access; transitioning apartment units back to single-family ownership and appropriate development of multi-unit apartments.

Pottstown’s first Comprehensive Plan was adopted in 1960.

Things are looking up for regional rail.

In an attempt to increase passenger capacity, SEPTA is in the early stages of considering bi-level coaches. With an upstairs and a downstairs, these coaches could transport anywhere from 120 to 170 passengers. Most important to SEPTA, they would provide an efficient remedy to booming regional rail ridership. Silverliner Vs can seat 109 passengers.

Last year alone, SEPTA passengers took 36 million regional rail trips – a record high on the system that has seen 50 percent regional rail ridership growth in the last 15 years. Now, aided by Act 89 funding, SEPTA is looking to increase its capacity and better serve those customers. One way the authority plans to do so is to build up.

“The real elegant solution to dealing with capacity issues, the most efficient one is to utilize the infrastructure you have but go up in the air with the cars so you can increase seating,” said Jeff Knueppel, deputy general manager.

$155M Approved To Link I-95 And Pennsylvania Turnpike

The long-awaited, $420 million direct connection between I-95 and the Pennsylvania Turnpike moved closer to reality Thursday, with the approval of a $155 million section of the work.

The Delaware Valley Regional Planning Commission, which oversees federal and state funding for transportation projects in the Philadelphia region, agreed to separate the $155 million project to allow work to start in June.

The $155 million will pay for widening and reconstructing about four miles of the turnpike in Bristol Township where the connection with I-95 will be built. It will also pay for building three new turnpike bridges and installing the piers for the “flyover” ramps for the connection.

When the first stage of the direct connection is completed in 2018, I-95 will be rerouted onto the Pennsylvania Turnpike east of the connection and then onto the New Jersey Turnpike. The current I-95 north of the connection will be redesignated as I-195.

Fee Could Raise $4M For NEPA Counties

Northeastern Pennsylvania‘s seven counties could collect more than $4 million per year for transportation projects starting next year if officials assess an optional $5 vehicle registration fee on their residents.

The state’s $2.3 billion transportation bill authorizes counties to collect the optional fee. State Department of Transportation records show the region’s drivers registered 826,694 vehicles in 2012.

Leaders in Lackawanna and Luzerne counties, which together could collect $2.36 million of that total, initially sounded more open to the idea than their more rural counterparts.

“Right now, we are reviewing the legislation and taking a look at it, so we just started that process,” said Jim Wansacz, chairman of the Lackawanna County commissioners. “We’ll see what can be done and what type of revenue would be associated with it.”

Facing 4.3% Tax Hike, Pottstown Working To Close $330K Budget Deficit

POTTSTOWN, PA — The public got its first look at the proposed $38.3 million borough budget for 2014 on Wednesday night and saw a projected deficit of more than $330,000 — the rough equivalent of a 4.3 percent property tax increase.

Finance Director Janice Lee made the budget presentation, but did not identify how the administration will propose to close the deficit, which her presentation spreadsheet pegged more specifically at $332,308.

Other than a property tax increase, options for closing that budget gap could include additional revenue from other sources or decreased expenses.

Asked after the meeting how much of a tax hike would be needed to close that gap, Lee declined to speculate and noted that the administration has not yet made a recommendation to borough council, whose members listened to the budget presentation Wednesday night but asked no questions.

Something perplexing happens in municipal elections like the one coming up Tuesday.

The public officials being elected have the most direct impact on people’s lives.

Yet turnout of registered voters – usually less than 20 percent – is the lowest in the four-year election cycle.

These officials make sure roads are plowed in winter and grass in parks is mowed in summer. They hire contractors for road repairs. They oversee police. They pass zoning laws that dictate where housing developments should go and where businesses should be built, which can impact land values.

The experience is one of a bright, open lobby; clean, well appointed rooms; and a well-managed facility.

It will be the experience of The Hotel Lancaster, promised Meeder.

“The Brunswick is history. It is no longer the name of this hotel,” he said. “Sorry historians, but there is too much baggage.”

The street-level lobby had long been recommended by urban planners, but by moving it to the East Chestnut Street side of the building, Meeder and his partners also are getting a new address.

Governor Would Sign Transportation Bills

HARRISBURG, PA – Amid Pennsylvania’s stalled debate over how to raise more money for highways and transit agencies, state Transportation Secretary Barry Schoch said Friday that Gov. Tom Corbett would sign either of two plans that have led debate in the legislature.

Corbett has not to date publicly endorsed any specific transportation funding plan in the Legislature after a $1.8 billion plan he released in February failed to gain much traction with lawmakers.

But a new willingness by the governor to embrace either bill is a sign that he is no longer willing to let disagreement over some elements of each bill stop him from making it law.

“He wants a transportation bill on his desk,” Schoch said. “What passes both parts of the Legislature I believe he’ll sign.”
