Planners Want A Park To Replace Part Of Pittsburgh Zoo’s Asphalt Parking Lot

City and neighborhood leaders envision a dramatic transformation of the Pittsburgh Zoo & PPG Aquarium’s parking lot and surrounding areas into a park-like expanse including a soccer field and a trail that would extend from Morningside all the way to the Allegheny River.

City Council this month approved the first installment of funding for planning what would be a multimillion-dollar project, which has the backing of Highland Park and Morningside neighborhood leaders and the zoo.

The Heth’s Run Ecological and Recreational Restoration Project, more than a decade in the making, will encompass about a mile of city-owned land from Heth’s Run Playfields behind Chislett Street in Morningside to the Allegheny riverfront.

The project includes a wheelchair-accessible trail through the wooded valley adjacent to the fields into a former city Department of Public Works storage yard and abandoned dumping ground behind the zoo’s parking lot. The paved trail will hug the outer edge of the parking lot, loop under the new Heth’s Run Bridge being built on Butler Street and out to the riverfront.

Rob Collins believes he has the formula to reanimate a piece of lost history in the Mexican War Streets.

Collins is owner of the Allegheny City Market, a corner grocer that opened in Pittsburgh’s North Side last month in space formerly occupied by Doug’s Market.

Doug’s went out of business in January because of years of declining sales. Collins, however, envisions a more successful outcome.

“There’s no reason this place shouldn’t be a gold mine,” Collins said recently from behind the counter of his Arch Street shop. “It started off really slow, but it’s picking up. The last two days have been really busy.”

Collins, 46, of Manchester has worked in the grocery business for more than two decades. In 2010, he opened Bryant Street Market in Highland Park, which, he said, “is crushing it.”

Pittsburgh Urban Redevelopment Authority Approves Hazelwood Tax Increment Financing Plans

The Pittsburgh Urban Redevelopment Authority board got the ball rolling Thursday for the largest piece of tax increment financing in the city’s history — an $80 million to $90 million package that would fund roads, utilities, parks and other public improvements for a proposed $900 million office and residential development in Hazelwood.

While URA board members unanimously approved preliminary plans for the funding in Hazelwood, some members criticized city council for holding up a $50 million TIF for a proposed $400 million to $500 million Buncher Co. development in the Strip District and wondered whether the Hazelwood package would suffer a similar fate.

The TIF must be approved by the city, the Pittsburgh Public Schools and Allegheny County.

“This is the beginning of a very long process,” said URA board member Jim Ferlo, a Democratic state senator from Highland Park.  “There are going to be a lot of hurdles, if not some significant roadblocks.”
