Mall At Steamtown Auction Postponed To Allow Bidders More Time

An auction for the foreclosed and still struggling Mall at Steamtown was postponed three weeks to give potential bidders more time to prepare bids, an agent involved in the upcoming online auction said.

The failure of retired department store chain owner Al Boscov’s past partnership to pay off the loan that led to the foreclosure does not disqualify him from bidding or being part of a bid, said Lynn DeMarco, contact agent for the Shopping Center Group LLC of New York City, which is facilitating the auction along with auction.com.

“This is an open auction, so anybody can bid,” Ms. DeMarco said Tuesday.

The auction, originally scheduled for Monday through today, was postponed to June 22 to 24. Bidding requires proof that bidders are viable and can come up with the money to fulfill their bids. Bidders will submit bids through the auction.com website in a fashion similar to an eBay auction. Bidders can see the highest bid as the auction unfolds. When the deadline for bids passes, the high bidder gets the mall, assuming the bidder has the money, Ms. DeMarco said.

Boscov: Mall At Steamtown Changes Must Get My Approval

Repurposing the troubled Mall at Steamtown as a Reading Terminal-style market, a casino or a skating rink will remain a dream.

That is because the mall’s lease agreement with Boscov’s Department Store allows the anchor tenant to veto significant changes like that, said department store chairman Al Boscov in an interview at The Times-Tribune, a Times-Shamrock newspaper, on Monday.

Boscov’s Department Store will likely be among bidders in the June 1 – 3 auction of the Mall at Steamtown and the goal will be to buy the mall and keep the mall all — or predominantly — retail, he said.

Boscov wants to keep people with ideas of re-purposing the mall, some of whom he called “cranks,” away from the auction scheduled by LNR Partners, the mall’s caretaker since it was taken over by lenders following foreclosure.

City Of Wilkes-Barre Partners With Florida-Based Management Company To Enforce Registry Of Blighted Properties

WILKES-BARRE, PA — City officials on Monday announced an agreement with a Florida-based management company to maintain a database of the city’s ballooning number of blighted properties. The database will also allow residents to submit locations of abandoned properties on the city’s website.

The partnership comes at no cost to taxpayers, said Andrew LaFratte, municipal affairs manager.

LaFratte said Community Champions, formed in 2008, will receive half of every $200 registration fee the city gets when a vacant property is registered. An ordinance enacted in 2010 initially proposed an incremental charge for vacant properties, ranging from $150 the first year to more than $5,000 for a property vacant more than 10 years.

Community Champions will be charged with establishing the database and populating it with parcel data. Once the tool is live, LaFratte said, city officials will be trained on it. LaFratte said the entire process will likely be completed within a month.

Steamtown Mall Goes To Sheriff’s Sale June 10 With $43.7M Asking Price

The asking price for the foreclosed downtown shopping center will be $43.7 million, according to a list released Monday by the Lackawanna County sheriff’s office.

The sale begins at 10 a.m. in the first-floor jury lounge at the Lackawanna County Courthouse, said Robert Moore, a deputy sheriff. Although the mall is the first item on the list, the auction will follow bidding for other properties held over from earlier sales, the deputy said.

Mall principal Al Boscov continues to put together financing to try to make the acquisition, said Scott Esterbrook, a Philadelphia lawyer who represents the department store magnate in the foreclosure.

“Albert is still working on a lot of details relating to the foreclosure sale,” Mr. Esterbrook said. “He is trying to raise the capital to pull it off.

Boscov: Steamtown Mall Nearing Foreclosure

The Mall at Steamtown is on the verge of foreclosure, department store magnate Al Boscov disclosed to The Times-Tribune on Wednesday.

The mall ownership group, Steamtown Mall Partners LP, recently defaulted on a lump sum mortgage payment and a property foreclosure action is expected to be filed by Friday in Lackawanna County Court, Boscov told the newspaper’s editorial board.

The mall will continue to operate and shoppers should notice no difference at the Lackawanna Avenue retail complex during foreclosure, he said. All of the mall’s tenants but one, a store whose lease was up, have decided to stay.

Reiterating his personal commitment to the mall and to downtown Scranton, Boscov, chairman and chief executive of Boscov’s department store, said the mall’s ownership believes the foreclosure process will help the property emerge as a financially healthier operation.

A Boston developer with Pittsburgh ties bought Downtown’s Union Trust Building for $14 million in a sheriff’s sale on Monday.

The Davis Companies has developed property in 12 states mostly along the East Coast, but this is its first foray into the Pittsburgh market, said Downtown attorney David Lampl of Leech Tishman Fuscaldo & Lampl, who is representing the developer.

“We are evaluating our purchase of the building regarding its future use and hope to make a decision within a month or two,” said Jonathan Davis, 61, founder and CEO of The Davis Companies.

Foreclosure Activity Surges Across Scranton/Wilkes-Barre Region

Regional foreclosures advanced at the state’s highest percentage among metropolitan areas in 2013.

Property repossessions, home auction notices and mortgage default activity in the Scranton/Wilkes-Barre metro area soared by 60 percent, compared to 2012, according RealtyTrac, a Los Angeles-area company that tracks national foreclosure trends.

Foreclosures climbed in the area during all four quarters of the year and the annual increase was largest proportionately among state metro areas, RealtyTrac data show. York’s 32 percent increase was the second-largest jump.

The region experienced eight straight quarters of foreclosure declines before activity accelerated in the first quarter of 2013.

Homebuyers aren’t showing the Philadelphia metro area much brotherly love, with the market trailing U.S. averages in almost every metric that RealtyTrac looked at.

Blomquist says Philadelphia housing is doing a particularly bad job of attracting institutional investors, defined in the study as any company or individual who buys 10 or more properties a year anywhere in America.

RealtyTrac found that such buyers account for just 3% of property deals in Philadelphia, compared with 9% nationwide. “Philadelphia is a market that institutional investors are just not very interested in.”

Philly has also seen a sub-par 32% decline in foreclosure filings, while median home prices have rebounded only a below-average 16% from their March 2012 bottom.

Reading Officials Form Plan To Find Foreclosed-Property Owners

A two-alarm fire in September 2011 gutted a vacant row home at 1422 Muhlenberg St., damaged two neighboring properties, and started the city on yet another frustrating journey to find an owner and order that a building be properly boarded up.

The Muhlenberg Street problem was just one skirmish in the city’s ongoing battle to find elusive property owners for such things as fire cleanup, unpaid taxes, quality-of-life tickets or blight.

But the battle may soon be over.

The city has a plan to get banks to register their foreclosures and may hire an outside firm to help monitor and enforce the rules.

Sixteen office buildings, $67 million in debt.

It is a sprawling real estate portfolio, one that stretches from Mechanicsburg in the west to Lower Paxton Township in the east. And its all being put up for sale to the highest bidder in October, dramatically enough on the steps of the U.S. Federal Courthouse in Harrisburg.

The foreclosure sale – one of the largest, if not the largest in the midstate’s recent history – comes after a year-long, largely uncontested civil case in federal court, between one of the nation’s largest banks and a real estate company which serves as proxy for other, largely unknown investors.

The buildings include sites in Rossmoyne Business Park in Upper Allen Township, Interstate Drive in Susquehanna Township, and along Flank Drive in Lower Paxton, home to dozens of private businesses and several state agencies, including PEMA.

Wilkes-Barre Mayor Has Heard From Potential Developers About Hotel Sterling Site

WILKES-BARRE —Mayor Tom Leighton called it “a historic day” for the city, but also “a sad day” for the community.

As workers from Brdaric Construction Co. began to dismantle the former Hotel Sterling,  Leighton talked about the future and the potential for the historic site located at a gateway to the city’s downtown.

The mayor said he has heard from potential developers, but he declined to go further, saying it was premature to discuss what might happen once the building is down and the site cleared.

State Rep. Eddie Day Pashinski, D-Wilkes-Barre, called the site “the most valuable real estate in Luzerne County.”  He said he’s confident the city will find a quality developer.

Whenever John Aponik cuts the grass, bits of blue tarp get caught in the blades of his lawn mower.

Around Christmas, “it gets in all the wreaths,” Aponik said of the tarp that has been shredding off the house next door to his on Glen Lane in Cherry Hill, where a renovation project was abandoned four years ago.

No one has lived in the house since then, Aponik said, although it isn’t exactly vacant. “Raccoons, possums – cats were breeding out there,” Aponik said, who has set traps lent to him by a neighbor.

He’s also written letters to the mayor’s office and repeatedly called a contractor employed by mortgage companies, but the problems remain: The township doesn’t own the property.
