On Ridge Avenue Progress Would Go By The Initials PHA

Editor’s note:  This could be a game changer if it can be pulled off.  Hoping it is a success.

From Bruce Webb’s chair, pulled to the entryway of his record and cassette store on Ridge Avenue, the decay is inescapable. Across the street, a faded sign for Irv’s Meat Market & Delicatessen boasts, “Home of the Giant Hoagie.” Next door, Ahn’s Fresh Fish & Produce is for sale.

Both stores are vacant, and have been for years.

One recent day, Webb saw two younger men photographing the crumbled Irv’s storefront. Speculators, Webb dubbed them.

“It’s just a matter of time,” Webb, 81, said. “Change is coming.”

The source of that proposed change to a once-vibrant business corridor that stretched from Girard College to Cecil B. Moore Avenue is an unlikely one: the Philadelphia Housing Authority.

Refurbished Rail Cars Finally Roll On PATCO

PATCO finally rolled out the first of its refurbished rail cars Thursday morning, with local officials promising the $194 million overhaul will mean new levels of comfort, safety and reliability for commuters who travel between South Jersey and Center City.

The rebuilt cars, with new interiors, electronics and heating systems, are more than a year late returning to service from a factory in Hornell, N.Y., because of persistent problems fine-tuning an automatic signal system that gives operating instructions to the trains.

All systems, including new visual and audio station announcements, appeared to work flawlessly Thursday on the first train’s inaugural trip from Woodcrest station in Cherry Hill to the subway stop at 8th and Market streets in Center City.

King Of Prussia Rail: Where Will It Go?

As SEPTA moves further down the line in planning a rail extension to King of Prussia, there are a few things we know – and many more that we don’t.

Among the decisions so far: It will be a spur off the Norristown High-Speed Rail Line. The entire five-mile route will be on an elevated concrete track. It will stop at the King of Prussia Mall, end at the Valley Forge Casino and Convention Center, and include two to four stops along the way.

But transit planners, township officials, and business groups are still studying some of the most crucial details, including which of five proposed routes would get the most ridership, how much each route would cost, and how each would affect noise, traffic, and other environmental conditions.

With planning well underway and strong potential for federal funding, SEPTA says the line could be running by 2023.

Downtown Pittsburgh, Oakland Rapid Bus Route Urged

Backers of a proposed Bus Rapid Transit corridor connecting Downtown Pittsburgh and Oakland have adopted an ambitious timetable to advance the project.

Wendy Stern, Port Authority assistant general manager for planning and development, told a board committee recently that project supporters hope to apply for federal funding next fall. That would require completion of preliminary engineering and environmental review before then, and securing all of the non-federal funding needed for construction.

That would keep the project on track for a start of service in 2017.

A preliminary estimate of the overall cost is $200 million and the project would have to prevail in a highly competitive federal grant program to move ahead, Ms. Stern said. A federal grant likely would cover only 50 percent of the cost.

Sherman Hills Under Scrutiny

WILKES-BARRE — It’s a familiar story.

A violent crime rocks Sherman Hills. Residents and community leaders ask what can be done to crack down on lawlessness at the privately owned apartment complex off Coal Street.

That is the scenario once again this week, following a Saturday shooting that left two girls, ages 5 and 2, injured.  This time, city officials held talks with complex management.

What safety measures will be taken following the incident, and the talks?  What can be done? What will be done? Those closest to the situation aren’t saying.

A Plan To Address Philadelphia’s Staggering Poverty

In an unusually frank document, the city has laid out stark statistical descriptions of poverty in Philadelphia, accompanied by a plan to try to deal with the problem.

The Shared Prosperity Philadelphia plan, presented Thursday at the Central Library of the Free Library of Philadelphia, states that at a “staggering 28 percent,” the poverty rate here is the highest among the nation’s 10 largest cities.  More than 430,000 of the city’s 1,547,600 residents live below the federal poverty line, the report points out.  The poverty line ranges from $11,490 for a single person to $23,550 for a family of four.

Further, black and Latino Philadelphians are twice as likely to be poor as whites.  “Most distressing,” the report continues, “39 percent of Philadelphia’s children are poor.”

Poverty is a “persistent and devastating problem” in Philadelphia, and holds back many residents, Mayor Nutter said at the event.  “We may never benefit from their knowledge and abilities because they will never have the chance to develop their talent,” he said.

Pottstown Property Owners Facing 2.4 Percent Tax Hike Under $53M Budget

POTTSTOWN — Few changes were unveiled Thursday night when the school board’s finance committee met to review the proposed $53 million budget that would raise property taxes by 2.4 percent, or $65.70 per year, for the average property owners.

The 2.4 percent tax hike is the maximum allowed under the state’s Act 1 index without going to the voters for approval.

“There really are very minimal changes from the preliminary final budget you approved last month,” Business Manager Linda Adams told the finance committee Thursday night.

As with most budget deliberations, there was good news and bad news.

Reading Crime Summit’s Initial Plans Move Forward

As promised, Berks County Commissioner Chairman Christian Y. Leinbach issued a report Friday detailing progress made since a Jan. 18 summit on crime in Reading and Berks.

After the summit, Leinbach had pledged that he, District Attorney John T. Adams and Mayor Vaughn D. Spencer would distribute a public update in five areas:

City-county cooperation: A meeting between city and county officials has been set for March 11 at 1 p.m. in City Council chambers.

The meeting will be open to the public to observe, but will not be a forum for public comment, Leinbach said.

Budget Crisis Forces Staff Cuts In Many Berks County School Districts

Attrition.

It’s a word that has no doubt become quite familiar to school board members across Berks County as they look to shed expenses.

And the No. 1 expense for a school district? Personnel.

Cutting staff is a tough choice, but one many Berks school districts have faced. In all, 15 districts have said they will trim their ranks for the 2012-13 year.

Because cutting jobs has a big impact on people’s lives, attrition has become the preferred method.

Pennsylvania Gets More Than $41 Million In Federal Education Funds

Pennsylvania has been given more than $41 million in education funding through the federal Race to the Top grant program.

The money will be used mainly for a new evaluation system for teachers, an effort to align academic standards and improve access to charter and online charter schools, according to state education officials.

The $41,326,299 grant will be paid over the next four years.

Wilkes-Barre Urban Renewal Project Shows What Can Be Accomplished

I think this is a great example of urban renewal, blight eradication, working together, finding available money and utilizing elected officials to facilitate change.

The City of Wilkes-Barre has worked with Senator Bob Casey and Congressman Paul Kanjorski to obtain $950,000 in federal funding that will be put toward the $13.7 million dollar renovation of Coal Street Park into the future home of the Wilkes-Barre Penguins Hockey Team.  This ice skating rink has been an abandoned and blighted property in the city of Wilkes-Barre for the last seven years.  No city general fund revenue has been allocated toward this endeavor but instead the project is being funded by state and federal grants.

Coal Street Park is in a high traffic area and a gateway to downtown Wilkes-Barre.  The property spans 31 acres and will receive an extensive renovation.  Moving the Penguins into the city will bring 20 full-time and 40 part-time jobs, bring more consumers/money into downtown Wilkes-Barre and add to the quality of life for city residents.  Currently the W/B Penguins are located in suburban Plains Township.

There is money out there.  This is why a cohesive and unified vision is needed for Pottstown.
