On Ridge Avenue Progress Would Go By The Initials PHA

Editor’s note:  This could be a game changer if it can be pulled off.  Hoping it is a success.

From Bruce Webb’s chair, pulled to the entryway of his record and cassette store on Ridge Avenue, the decay is inescapable. Across the street, a faded sign for Irv’s Meat Market & Delicatessen boasts, “Home of the Giant Hoagie.” Next door, Ahn’s Fresh Fish & Produce is for sale.

Both stores are vacant, and have been for years.

One recent day, Webb saw two younger men photographing the crumbled Irv’s storefront. Speculators, Webb dubbed them.

“It’s just a matter of time,” Webb, 81, said. “Change is coming.”

The source of that proposed change to a once-vibrant business corridor that stretched from Girard College to Cecil B. Moore Avenue is an unlikely one: the Philadelphia Housing Authority.

Lancaster City Seeks Proposals For Bulova Building, Adjacent City Property

Lancaster city is formally seeking proposals for the vacant Bulova building and adjacent city-owned property in hopes of connecting a stagnant part of downtown.

The city intends to use eminent domain to take the Bulova building at North Queen and East Orange streets. That means the city would pay fair market value for the property and the building’s lien holders would then be paid.

The city issued requests for proposals on Friday.

Randy Patterson, the city’s economic development and neighborhood revitalization director, said the property is in a critical location downtown.

McKeesport OKs Taking Vacant Homes Via Eminent Domain

McKeesport is expanding its vacant property recovery program to include parcels with structures.

Council on Wednesday unanimously approved the transfer of 10 properties to the Redevelopment Authority of the City of McKeesport through eminent domain. Parcels include empty lots and those with houses on them: 2718 Grandview Ave.; 621 Versailles Ave.; 1106 Ohio St.; 2105 Harrison St.; 2701 Riverview Ave.; 415, 417, 421 and 423 Twenty-Seventh Ave.; and 281 Rockwood St.

“This is another way to tackle the blight problem we have in the city,” Mayor Michael Cherepko said. “This process has typically been used to acquire vacant land adjacent to other properties. We’re now opening it to properties with structures on them when the purchaser has a plan.”

Steps Taken To Address Building Blight, But Lancaster May Still Move To Take Problem Property

Annville developer Kenneth Wenger has paid back taxes, ensured the grounds of the former G.E. Richards building are clean and the grass cut.

He has resolved nearly all the issues that led city inspectors to declare the 502-506 W. Walnut St. property blighted.

But that didn’t stop city Redevelopment Authority board members on Tuesday from voting to begin the process of taking the property by eminent domain.

In April, the board gave Wenger until Sept. 30 to address blighted conditions. The taking could occur in as little as 90 days unless Wenger takes action.

As Developer Buys Up York Neighborhood, Some Residents Refuse To Sell

The CEO of several companies buying dozens of homes in a York City neighborhood said he will not use eminent domain to acquire more properties, though he believes he “absolutely” could.

Bill Hynes, known locally for his business relationship with members of the rock band Live and their Think Loud Development projects, said the goal is to own all of the properties on the northern side of East Chestnut Street.

Nearby, Hynes and his business partners are in the midst of a $16.8 million project to renovate a former factory at 210 York St. After that project is done, work will begin on the construction of a 40,000-square-foot data center — at an anticipated cost of $30 million — for United Fiber and Data, a fiber optic company with plans to build an information-transmission line between New York and northern Virginia.

Greensburg City Council Resolves To Seek Grant Applications For Projects

Greensburg City Council on Monday unanimously approved resolutions seeking grant applications to fund two projects.

The city will seek a Multimodal Transportation Fund grant for a proposed health care district for the Fifth and Sixth wards.

The written resolution seeks a $2 million grant application through the state Department of Community and Economic Development and PennDOT.

Consultant Urban Design Associates of Pittsburgh and others put together the plan with the intent to enhance the two wards and spark development.

Marcus Hook Refinery Gets Makeover As Natural Gas Hub

It is out with the old and in with the new at the 500-acre waterfront facility formerly known as the Sunoco Marcus Hook Refinery, now the Marcus Hook Industrial Complex.

Workers last week ripped down aging petroleum-processing equipment, part of a labyrinth of machinery that has produced gasoline, diesel, and kerosene for more than a century. Other crews built cryogenic storage tanks more than 130 feet tall with three-foot-thick walls that will hold the future: new fuels from the prolific Marcellus Shale region.

Sunoco Logistics Partners L.P., a pipeline company that bought the property for $60 million last year from its sister company, Sunoco Inc., is converting the site into a major center for processing and shipping natural gas liquids.

“We very much hope this is only the first step in this property,” said Jonathan Hunt, director of the complex. “We’re working on a lot of possible businesses. There’s a lot of opportunities here.”

North Philadelphia Meeting Addresses Gentrification

PEOPLE FROM all over Philadelphia came together Saturday to tell their stories about gentrification at the Church of the Advocate in North Philadelphia.

Organizers had issued fliers calling for an “emergency town hall” to confront a “crisis facing black Philadelphia: the demise of our neighborhoods.”

In gentrification, some neighborhoods are targeted for revitalization – but the new development leads to huge rent or property-tax increases that often force longtime residents out.

Sister Empress Phile, one of the organizers, said the group will host more town halls and ask for more public meetings, including congressional hearings.

A Hard Look At The Future Of Chinatowns

People who stroll through Chinatown on Saturday nights bathe in the lights of intriguing new restaurants, hip tea shops, and stylish lounges.

But moving beneath that shiny exterior, as strong and powerful as an underground river, is a torrent of forces that threaten the neighborhood’s very existence.

An influx of luxury housing, rising rents and land values, a soaring white population, and slipping Asian population could mean the end of Chinatown’s 140-year role as a gateway for immigrants and a regional hub for culture and family.

That’s the conclusion of a new study by a civil rights and education group that examined two decades of property and demographic records in the three big eastern Chinatowns – New York’s, Boston’s, and Philadelphia’s.

Centralia Residents Free To Stay After Settling Suit Against State

All they ever wanted was to be left alone, free to live out their lives in the central Pennsylvania coal town whose population had fled an underground mine fire.

After 20 years, the residents of Centralia have finally gotten their wish.

A lengthy battle over eminent domain culminated this week when eight residents settled their lawsuit against state officials who had been trying to evict them from their condemned homes – the only homes left standing after most of this Columbia County town was razed in the 1980s due to a still-burning coal-mine fire.

The settlement, notice of which was filed in U.S. District Court, allows the residents to stay in their homes for as long as they live. It also includes a cash payout of $349,500.

14 Houses Put On Blighted List By Reading Panel

The city’s Blighted Property Review Committee on Thursday certified 14 more houses as blighted, despite requests from some owners for more time to fix them.

It also removed six properties from its target list because owners had resolved problems. And it tabled action on three other properties.

Despite the certifications – which allow the city to take the properties, by eminent domain if necessary – the owners are in little jeopardy of the homes being wrested from them any time soon.

The Reading Redevelopment Authority, which would take ownership of the homes, has said it won’t take any property unless the city has an identified use for it – which is rare.
