Pittsburgh URA Set To Approve Housing Developments In Larimer, East Liberty

A new day is dawning in Larimer, with the city getting ready to plant the first seeds in a massive effort to revitalize the neighborhood with the help of a $30 million federal grant.

Pittsburgh Urban Redevelopment Authority board members are poised to give the go-ahead Thursday for construction of 85 mixed-income residential units in Larimer and East Liberty, the first phase of a broader $400 million revitalization strategy.

The townhouses and apartments will be built at the site of the former Liberty Park site and Omega Place in East Liberty and the former Auburn Towers site in Larimer.

They were made possible in part because of a $30 million Choice Neighborhoods Initiative grant awarded last year by the U.S. Department of Housing and Urban Development. Pittsburgh was only one of four cities in the country to win a grant. Forty-three had applied.

Thrival Festival To Showcase Pittsburgh’s Music, Tech Scenes

Pass through East Liberty and Larimer this week, and you might hear some music and see some gadgets made right here in Pittsburgh.

The Thrival Festival starts Monday, featuring a week’s worth of novel computer products and people brainstorming about how to persuade tech types that Pittsburgh fosters innovation. Plus, there’s music. Talib Kweli will play on Saturday, and Moby will perform on Sunday.

“The goal of this year is to make some noise, to get Pittsburgh on the map more than we already are — to darken the blot,” said Bobby Zappala, CEO of Thrill Mill, an East End tech business incubator sponsoring the festival.

It didn’t matter to Kate Hansen that the temperature had dropped below zero on the January day when she went house hunting in Bloomfield. It didn’t matter that so much snow and ice covered the region she couldn’t even tell if the property had grass in the backyard or a decent roof.

Location was everything for Ms. Hansen, 32, a project manager for the Greater Pittsburgh Arts Council’s Office of Public Art.

She wanted more than anything to own a home in the Bloomfield neighborhood. At the rate house prices in that area were rising, she didn’t feel she had the luxury of waiting until spring. She made an offer that day.

“I was a little nervous not being able to see it,” she said, adding that the house also was the first she looked at. “I knew the street, though. My best friend lives across the street from the place I bought. I knew it was a good location just from him living there.”

Pittsburgh’s Bloomfield Neighborhood Gets Its Turn To Become New Hot Spot

Stability has been one of Bloomfield‘s strengths. During the East End’s worst years of blight and crime, Bloomfield went about its business while other neighborhoods got triage.

The drawback was being ignored.

Lawrenceville, Garfield and East Liberty came out of the mire with high-capacity staffs of community development nonprofits, while the Bloomfield Development Corp. morphed out of a merchants’ association with one staff person, Karla Owens, who left in 2012.

Now the Bloomfield Development Corp. is coming around the track on the inside, ready to assert the neighborhood’s presence with six years of funding, a new executive director and positive trends afoot.

30 Years Of Change: A New Direction For Pittsburgh

Morphing from steel industry collapse to eds-and-meds rebirth, from a too-gray place that young people flee to one that attracts them as a “green” center of culture and recreation, from a tale of Rust Belt woe to one of urban transformation, it is indisputable that the Pittsburgh region is a far different place than it was 30 years ago.

And by most standards, it would seem to be a far better place as well.

Since 1983, when the Pittsburgh Post-Gazette published a special section chronicling the unique and worrisome issues confronting the region during Depression-level hits to its workforce, Pittsburgh has lost people, corporations, churches, schools and, yes, even a prothonotary.

But it has rebuilt its economy; added museums, theaters and riverfront trails; replaced its sports facilities, airport and convention center; and reinvented the Pittsburgh Downtown as a place to live, while serving the thousands more who commute to it by opening a subway, busways and a highway to the north.

Pittsburgh’s Larimer Revival Concerns Residents

Plans to revamp Pittsburgh’s Larimer section promise the creation of a new kind of neighborhood, where low-income residents are no longer clustered in housing projects or crumbling apartments, where subsidized housing units are scattered among market-rate ones.

But some are worried that the blueprints for the $100 million housing development would push residents in two places slated for demolition — East Liberty Gardens and a Pittsburgh Housing Authority-owned project — farther from transit lines and business districts.

“[The housing authority] is talking about moving me somewhere else,” said Robert Morton, who lives in one of 27 units in the Auburn/Hamilton-Larimer complex, which is owned by the housing authority. Mr. Morton, 64, uses a wheelchair.  “I can’t just uproot and go somewhere else.”

The city is currently preparing an application for a highly competitive $30 million grant from the U.S. Department of Housing and Urban Development, with hopes of building some 350 units of mixed-income housing in the struggling neighborhood, to support jobs, parks and businesses similar to those in neighboring East Liberty.

Pittsburgh Planning Commission Hears Of Downtown Demolitions, Plans For New Building Near Target In East Liberty

The city’s planning commission has inched the Pittsburgh Playhouse a step closer to its relocation from Oakland to Downtown.

In a 5-0 vote, commission members approved the demolition of three buildings on Forbes Avenue after receiving assurances from representatives of Point Park University that everything possible would be done to preserve their turn-of-the-century facades.

Also Tuesday, the commission learned of plans for a new six-story office building in East Liberty across the street from the Target department store, the latest in a wave of development in the neighborhood.

While the commission had received letters from two people opposed to the demolition of the Point Park-owned buildings at 320, 322 and 330 Forbes, including the former Honus Wagner sporting goods store, members decided to approve the request based on assurances that efforts would be made to preserve the terra-cotta facades.

Braddock Looks To New Kevin Sousa Restaurant As Urban Renewal Project

Even more people are going to think chef Kevin Sousa is nuts: He’s not only opening his next restaurant in busted-down Braddock, he’s also moving his family there.

At a press conference today at County Executive Rich Fitzgerald’s office, the multi-tasking co-owner of Salt of the Earth in Garfield — and Station Street Hot Dogs and Union Pig and Chicken in East Liberty — announced that he’s opening a restaurant in the former Cuda’s Italian Market building at Eighth Street and Braddock Avenue, a desolate corner in one of the region’s most desolate business districts.

As a sign of his commitment to this broke but the once-bustling borough on the Monongahela River, Mr. Sousa decided he’s going to live there, too, in the old Ohringer Building just down the street.
