Bethlehem’s CRIZ Not Living Up To ‘Shovel-Ready’ Billing; Officials Explain Why

Bethlehem received a coveted City Revitalization and Improvement Zone because its application for the state economic development tool was chock-full of shovel-ready projects.

The incentive was expected to allow for plans for a Bass Pro Shops, convention center and second hotel at Sands Casino Resort Bethlehem to be approved by the middle of last year. Plans for the long-stalled redevelopment of Martin Tower also were supposed to be completed by mid-2014.

But now 16 months after Bethlehem’z CRIZ designation was awarded, most of the projects the incentive was supposed to springboard are still stalled.

Officials say anticipated redevelopment has been slowed by having to start a new city authority, getting answers from the state and by the fact that the CRIZ economic development benefits pale compared to Allentown’s Neighborhood Improvement Zone.

Residents Start To Move Into South Side Lofts Affordable Artists Complex In Bethlehem

Some residents have moved into a new affordable housing complex in South Side Bethlehem that includes the redevelopment of the former St. Stanislaus Church.

Residents have started to move into the South Side Lofts apartments at East Fifth and Atlantic streets while apartments next to the church on Hayes Street will be occupied starting next month, according to officials at Housing Development Corp. MidAtlantic, the apartments’ developer.

A ribbon-cutting ceremony for the 46 apartments was held Tuesday. Read more about the project here.

Bethlehem Looking To Spice Up South Side With New Mexican Restaurant And Microbrewery

A vacant parking lot on South Side Bethlehem could see new life under a $6.7 million plan for a Mexican restaurant and brewpub under one roof.

Ashley Development Corp., based in the city, proposes transforming the 0.38-acre plot at 404 E. Third St. from a former Bethlehem Steel Corp. parking lot into a multi-restaurant space owned by Bethlehem 21st Century, according to Alicia Miller Karner, director of community and economic development for Bethlehem.

Ashley Development Corp. President Lou Pektor says the project would complement and be within walking distance of the entertainment venues that have been developing in that area of the city.

Officials Further Hopeful About International Rail Port In Bethlehem

Port Authority of New York and New Jersey officials were in Bethlehem last week to further discuss opening a local international rail port and local officials left the meeting feeling very hopeful.

“They’re very interested in the site, they’re very interested in the Lehigh Valley,” said Bethlehem Mayor Bob Donchez, who attended the Sept. 12 meeting with Port Authority officials at Sands Casino Resort Bethlehem.

Lehigh Valley Economic Development Corp. President and CEO Don Cunningham also said the Port Authority is very interested in opening an inland port in Bethlehem. He said the main unknown is whether the owner of the Bethlehem Intermodal rail yard can get funding to expand.

More People Moving To Lehigh Valley, More Leaving Northwest New Jersey, Census Data Show

If the latest U.S. Census Bureau data are any indication, the Delaware River is the great divider between growth and decline in this region’s population.

More people are moving out of Warren and Hunterdon counties in New Jersey while more are moving into Northampton and Lehigh counties in Pennsylvania.

The Census Bureau this morning released county-by-county population estimates for last year. The data show both New Jersey counties lost population; both Pennsylvania counties gained population. This pattern has continued for three straight years, the data show.

Births outpaced deaths in all four counties; the population changes are instead tied to people migrating to or emigrating out of the counties, according to the census.

FedEx Exploring Millions In Tax Exemptions, Public Funds For Allen Township Megahub

FedEx has explored pursuing $25.3 million in tax exemptions for the massive distribution plant it is considering building in Allen Township.

The international shipping company has projected $2.53 million in annual tax breaks between 2017 and 2026 if a special tax zone is established on the 253 acres, according to company documents obtained by lehighvalleylive.com.

But those exemptions would require the creation of a Local Economic Revitalization Tax Assistance — or LERTA — zone, which would require approval from the township, county and Northampton Area School Board.

FedEx spokesman David Westrick declined to comment on the Allen Township proposal because the project is still only under consideration by the company.

Touting Lehigh Valley’s Benefits, To Locals

When he took over the region’s main economic development agency last year, CEO Don Cunningham promised to refocus the Lehigh Valley Economic Development Corp. on its primary goals, especially marketing the Lehigh Valley.

That apparently includes marketing to the people living here, especially business leaders.

LVEDC rolled out a sweeping billboard campaign this week designed to promote the Lehigh Valley to the Lehigh Valley and its business leaders.

Or wait, just Lehigh Valley. Drop the “the.”

Lehigh County Trims “Fat” From 2011 Budget

It is never too early to start thinking about next year’s budget.  Lehigh County Executive Don Cunningham made an announcement yesterday that 50 positions will be eliminated from the county payroll in 2011.  The good news is 41 of these positions are currently vacant which leaves 9 people to be furloughed next year.  A tax increase is still possible at this time, however they working on keeping that from becoming a reality.

Lehigh County’s current employment levels are below 1990.  If you are keeping track of demographics, the county population has grown since then but they are doing more with less.  With the reductions that are planned for 2011, the total number of county employees with be 2.122 or 3.5% less than 1990.  The population of Lehigh County in 1990 was 291,000.  The current 2009 estimate put the population at 343,000.  A sizeable increase with less staff. 

They are working smarter, with less staff, up in the Lehigh Valley.
