Pittsburgh’s Hill District Revitalization Project Hits Financial Hurdle In TIF

A plan to revitalize the Hill District and Uptown with tax money from a redeveloped Civic Arena site is more complicated than envisioned, say officials who hope to make public a proposal in January.

“There are a lot of moving parts,” said Robert Rubinstein, acting executive director of Pittsburgh’s Urban Redevelopment Authority, which is crafting a plan to pay for improvements.

An agreement reached this fall by city, neighborhood and Pittsburgh Penguins officials established conditions for the proposed $440 million project. The hockey team won the development rights to the site in a 2007 deal to build Consol Energy Center.

Among conditions in September’s agreement, the parties will borrow as much as $50 million, then use 65 percent of the anticipated increase in property tax money from the 28-acre site to pay for improvements and programs in the Hill and Uptown.

Editor’s note:  We love it when folks use existing successful business models for a blueprint. Why reinvent the wheel when a tweak will due 🙂

COLUMBUS, Ohio — About $1 billion in development around an arena primarily for hockey transformed a dreary section of downtown Columbus that used to be an industrial area and home to a run-down prison.

“People didn’t come downtown very often, and they certainly didn’t live here. Things are different now. This is a place to be,” said Sherri Lyle, 44, of suburban Powell, who works in Columbus’ 14-year-old Arena District.

The Pittsburgh Penguins are paying attention. The team is preparing to develop a 28-acre site where the Civic Arena stood, across Centre Avenue from the $321 million Consol Energy Center that opened in 2010.

“We’ve sat down and talked with them several times about what they have done relative to development,” said Penguins Chief Operating Officer Travis Williams, noting the team studied similar projects in Cincinnati, Dallas, Philadelphia, San Jose, Washington and Pittsburgh’s North Shore.

Olympic hopefuls, furry friends and an internationally acclaimed salsa band are just a few of the attractions projected to draw tourists to Pittsburgh this summer.

VisitPittsburgh, a tourism industry nonprofit, gathered business professionals Thursday at the Sheraton Station Square Hotel to coordinate this summer’s events.

Craig Davis, VisitPittsburgh’s president and CEO, said the idea of the third annual luncheon is to get those in the hospitality industry on the same page.

“When we bring it and put it all on one script, you get into a situation where — perennial favorites coupled with big conventions and Buccos baseball — these are reasons for people to come into town,” Mr. Davis said.

Mayor Bill Peduto wants more than publicity for Pittsburgh.

If the Democratic National Committee chooses to host its 2016 convention here, it must benefit businesses and city residents, Peduto said Tuesday.

“It’s obviously good promotion for the city,” he said. “Being a Democrat, I would also like to be able to promote my city to Democrats from around the country, as long as it comes in a way that benefits for more than just promotional purposes.”

The DNC asked 15 cities, including Pittsburgh, to submit proposals to host the presidential nominating convention in 2016. Peduto said he learned of the city’s selection late afternoon Monday. Earlier this year, Pittsburgh was among 30 finalists.

Pittsburgh will take the first step in pursuing a possible bid to host the 2016 Democratic National Convention. But you might want to hold off on the balloons, banners and buttons for now.

There’s no shortage of political and logistical challenges still to overcome if the Steel City is to land its first major political convention, not to mention tough competition from other cities, including those in neighboring Ohio, a key battleground state.

Mayor Bill Peduto intends to submit a letter of interest to the Democratic National Committee by Saturday’s deadline, spokesman Timothy McNulty said Thursday.

Pittsburgh was one of three dozen cities invited to bid for the 2016 convention by DNC Chairwoman Debbie Wasserman Schultz earlier this month.

3 Pittsburgh Construction Projects Hang In The Balance in 2014

This year could be a pivotal one in the development of the former Civic Arena site in the lower Hill District, the LTV Coke Works in Hazelwood and the Strip District produce terminal.

Both the arena redevelopment and the Buncher Co.’s plans for the produce terminal not only have the potential to generate drama but could pose the first development-related challenges for Mayor-elect Bill Peduto, who takes office Monday.

Nearly two years after the Civic Arena came down, 2014 could bring the first wave of new development to the site, which is considered among the most valuable pieces of real estate in the region.

But there’s a potential fight brewing.

Pittsburgh Lands U.S. Gymnastics Championships

Steve Penny, president of USA Gymnastics, catered to a Pittsburgh audience by wearing a Penguins No. 14 jersey — not for Chris Kunitz, who wears that number, but to help root the Penguins to a 14th win in a row tonight.

And he called the 2014 U.S. gymnastics championships, which will be held at Consol Energy Center, “the annual Super Bowl of our sport.”

But Penny, in formally announcing the national event at a news conference Wednesday at the arena, is convinced that America’s version of his sport, particularly women’s gymnastics, is every bit as dominant as the Penguins and Steelers have been.

“I’m beginning to talk about our women’s program as having established a dynasty in our sport,” Penny said.
