Officials Hold Ribbon Cutting Ceremony In Norristown For 24 Townhouses At Arbor Mews

NORRISTOWN, PA – The ribbon-cutting ceremony was a casual affair at the 24-unit Arbor Mews townhouse project Thursday on DeKalb Street.

Nine of the 24 townhouses have been sold and two more are under deposit, said Sarah Peck, the president of Progressive Housing Ventures.

“We will have purchase settlements twice a week from mid-May to mid-June with the homeowners moving in shortly after that. Seven of the buyers are first-time homebuyers and four qualified for at least one grant to help with the townhouse purchase.”

Construction for the overall project is expected to be complete in late fall or early next year.

Homegrown Middle Class: A Neighborhoods Policy For Philadelphia

To John Kromer the city’s persistent poverty is best tackled at the neighborhood level. In a four-part series of commentaries Kromer, an urban housing and development consultant and former city housing director, will explore different policy interventions the next administration can deploy to reduce poverty, stabilize neighborhoods, and finance anti-blight work. Kromer lays the foundation with this first installment:

Mayoral and City Council candidates rarely have to take strong positions on neighborhood issues because other topics, such as taxes, crime, schools, and drugs, are more likely to attract voter interest when presented in a citywide, rather than neighborhood-specific context. Given all the demands of a hectic campaign season, most candidates don’t bother to bring forward substantive proposals for improving the condition of Philadelphia neighborhoods until after the elections.

The lower-priority status of neighborhoods as a campaign issue is particularly unfortunate, because the city’s biggest problem—the persistently high level of poverty in Philadelphia—can only be solved at the neighborhood level.

Organizing a neighborhoods policy that can be effective in reducing poverty levels is doable but complicated. Doing so requires thinking about existing strengths and weaknesses and future opportunities in a new way and seeking to obtain political buy-in for a new approach immediately. Advocates for fundamental policy changes can’t afford to wait until after the inauguration ceremony, after the appointment of planning and development officials, and after the presentation of the new administration’s first budget. Anyone who’s serious about planning to significantly reduce poverty during the next city administration needs to begin now.

McKeesport Backs Effort To Rebuild Housing In Seventh Ward

McKeesport soon may have two new homes built in the city’s Seventh Ward cultural and educational district — and perhaps more after that.

City council Wednesday gave “unqualified support” to ACTION-Housing Inc.’s requests for funding for two homes on space cleared near the Twin Rivers school complex.

“ACTION-Housing will act as a partner with the city in the development and sale of the two new homes,” Mayor Michael Cherepko wrote in a letter dated Feb. 27 to Allegheny County’s Department of Economic Development.

That department handles a housing development fund and affordable housing trust fund that could be part of a mix of funding sources the nonprofit will pursue.

Boscov ‘Donates’ $700,000 To Scranton To Make Good On Mall Loan

Al Boscov gave Scranton Mayor Bill Courtright a check today for $715,173, to make good on a loan the city had given years ago to The Mall at Steamtown that went unpaid.

Calling the check a “donation” from Boscov’s Department Stores to the city, Mr. Boscov said he felt obligated to pay the loan back even though neither he nor his company is legally on the hook to do so.

The donation check is intended to replace a $612,480 loan that the city gave to the former mall owner in 2001 from federal funds that the city receives, as well as $102,693 in interest.

West Hazleton No Longer In ‘Distressed Municipality’ Status

WEST HAZLETON — The state has rescinded the borough’s status as a distressed municipality. But while the borough has significantly improved finances since 2003, it’s not out of the woods yet.

State Department of Community and Economic Development Secretary C. Alan Walker determined that West Hazleton’s distressed status would be rescinded after a review of audits and financial data and the record from a public hearing on June 3, Gov. Tom Corbett’s office announced Thursday in a news release.

The hearing officer’s report revealed that in 2013, the borough had a $5,423 budget surplus, that finances were stable, and that the borough has the tools to make the decisions necessary to maintain responsible budgets, meet its obligations to vendors and creditors, and provide essential services to residents.

Monday Update: Scranton’s Hill Secton Neighbors Want To Tackle Blight

Some Hill Section residents have an ambitious plan to combat ugly, vacant properties in the neighborhood, but their solution would need approval from city officials.

The Hill Neighborhood Association, a nonprofit with the goal of improving that section of Scranton, wants the city to turn several small, vacant properties over to the organization. On Thursday, Ozzie Quinn, association president, went before city council and asked that the city resurrect a vacant properties committee to review blighted properties and sell those in the Hill Section to the association for a nominal fee.

This summer, the neighborhood association approached the city about many of the overgrown, vacant lots they wanted to mow and trim back to respectability. City solicitor Jason Shrive told the association it needed to sign waivers and have liability insurance to work in the vacant lots.

The Hill group got insurance, Mr. Quinn said, but was then told it would need to sign right-of-entry agreements with landlords before cleaning properties.

High Hopes For $38 Million Project In Pleasantville

PLEASANTVILLE, N.J. – This down-on-its-luck stepsister town to neighboring Atlantic City has struggled economically for decades, languishing without a redevelopment plan or the ability to attract private investment.

But a $38 million project that includes two apartment buildings and retail space on a vacant Main Street block is expected to set the cornerstone for economic growth and expanded development in the Atlantic County city, according to Jacqueline Amado-Belton, economic development director for the City of Pleasantville.

“We feel like we have borne the brunt of a lot of issues that have spilled over from Atlantic City over the years,” Amado-Belton said. “In terms of perception and other factors, it’s been a struggle and a challenge to get to this point.”

The Pleasantville City Center, expected to be completed by next summer, will add 135 apartments and 18,000 square feet of retail space and will be bordered by Main Street, Washington Avenue, Milan Avenue, and South Second Street.

Carbondale Recognized As Top Spot By PA Route 6 Alliance

CARBONDALE, PA – An investment in Carbondale’s rich history, a new hotel and improvements to sidewalks and streetlights downtown helped the city garner top honors from a nonprofit dedicated to promoting tourism along historic Route 6.

The PA Route 6 Alliance named Carbondale as the Heritage Community of the Year, making it No. 1 among more than 20 heritage communities that stretch along the 427 miles of Route 6 in Pennsylvania.

“It’s nice to be recognized for working so hard,” Carbondale Mayor Justin Taylor said.

Carbondale began working toward a Route 6 Heritage Community designation in 2003, Mr. Taylor said. The Route 6 Alliance is a nonprofit organization that promotes tourism and economic development along the Route 6 corridor in Pennsylvania.

U.S. Senator Bob Casey Backs Community Development Funding

WILKES-BARRE, PA — U.S. Sen. Bob Casey wants more money allocated to the Community Development Block Grant program to allow municipalities to decide what projects are most needed and have the funding to complete them.

During a teleconference Wednesday, Casey, D-Scranton, said the Obama administration has proposed cutting CDBG funding by more than $200 million this year. Casey wants the allocation to be increased in 2015.

“CDBG has played an instrumental role in advancing locally driven projects that create jobs and contribute to economic growth,” Casey said. “The cuts proposed in the administration’s budget could limit the ability of municipalities in Pennsylvania to complete economic development projects that are essential.”

He said he’s pushing for Congress to increase the funding.

Allentown Mayor Announces Plans To Improve Poorest Neighborhoods

Allentown Mayor Ed Pawlowski announced an initiative today to make health and safety improvements in the city’s poorest neighborhoods.

The city has committed $2.5 million for such Center City improvements and has asked the business community to match or exceed that amount in donations.

Working with the Allentown School District, the city plans to focus on blight remediation, housing redevelopment, home ownership and streetscaping projects.

“I believe Allentown will become a beacon of hope and an economic model for redevelopment (that) can be replicated across the state and across the country,” Pawlowski said.

Pottstown Area Seniors Center Gets New Director

POTTSTOWN, PA — The changes underway at the Pottstown Area Seniors’ Center now also include a change in leadership.

After 19 years with the center, Executive Director Brad Fuller is joining the legions of the retired and is currently training his replacement — Brian Parkes of Gilbertsville.

Parkes, 43, was most recently self-employed for nine years with Krisp Communications, a firm which worked exclusively with non-profit organizations and specializing in communications, grant-writing and fundraising.

Among his clients were six senior centers in Chester County and one in Montgomery County.

Wilkes-Barre Details Use Of $2 Million In Funding

WILKES-BARRE, PA — The city’s director of Economic and Community Development on Wednesday detailed how his office spent nearly $2 million in federal money throughout the city last year.

The city receives three types of funding from the U.S. Department of Housing and Urban Decelopment each year and is required to hold a public meeting to explain how the money was spent in the previous year.

Office of Economic and Community Development Director Kurt Sauer presided over that meeting Wednesday in council chambers. The spending is detailed in a Consolidated Annual Performance and Evaluation Report, which is available for review.

In 2013, the city received $1,563,671 in Community Development Block Grant funding, $112,690 in Emergency Solutions funding and $264,880 in HOME funding.

Wilkes-Barre Gets Final Funding Needed To Raze Dilapidated Hotel Sterling By Early Summer

WILKES-BARRE, PA — Demolition of the historic Hotel Sterling, once a grand city landmark that has fallen into disrepair and become a dangerous eyesore, should begin by late June to mid-July, the city has announced.

The city on Monday received an official release of about $400,000 from the U.S. Department of Housing and Urban Development that is the final piece of funding needed to cover demolition.  The city will advertise for demolition bids this week, city Municipal Affairs Manager Drew McLaughlin said.

The funding is a portion of the city’s annual Community Development Block Grant allocation from HUD for removal of blighted properties.

“We are nearing the final stages of this demolition,” Mayor Tom Leighton said in a prepared statement.  “This has been a top priority since the flooding of 2011.  We all look forward to the day when the public safety threat has been addressed and the detour in downtown Wilkes-Barre is lifted.”

Will Dauphin County Create The State’s First Land Bank To Fight Blight?

The Dauphin County Commissioners will begin discussing legislation Wednesday to become the first municipality in the state to create a land bank authority to clean up vacant and blighted properties.

A land bank allows a government agency — in this case as part of the Dauphin County Redevelopment Authority — to acquire properties that are abandoned, run down and whose owners are delinquent on property tax payments.  The land bank could then rehabilitate the property and resell it or demolish the building for some kind of green space.

Land banks have been used to revitalize communities in Michigan, the Cleveland area and around Atlanta, among other places.  In year, Gov. Tom Corbett signed the Land Bank Act, hoping that municipalities here would have similar success.  City councils in Reading and Philadelphia have discussed creating land banks, as have several counties, but so far none have.

The county commissioners will discuss the measure at their weekly 10 a.m. meeting, and are expected to hold a vote next week.

The Montgomery County Department of Housing and Community Development invites local citizens to attend a Citizen Participation Meeting to be held Tuesday, February 8th, 2011 at 6:00 p.m., at the Montgomery County Community College, West Campus, 101 College Drive, (Conference Room 221), South Hall, Pottstown, PA. The meeting will allow citizens a time to present and discuss projects for which your municipality may apply for in the FY 2011 Community Development Block Grant (CBDG) Program, Emergency Shelter Grants, (ESG) Program, and/or Home Investment Partnerships Program, (HOME). Local non-profit organizations are also invited to attend and participate in this meeting.

Scranton Parks Slated For $400,000 Boost From Community Development Block Grants And State Funds

Scranton Mayor Chris Doherty is a man on a mission in 2011.  His goal is to make improvements at two existing city parks and create a new pocket park.  Doherty hopes to use Community Development Block Grants and a $50,000 state grant from the governor’s office, which was verbally committed to by Ed Rendell.

1700 Perry Avenue was formerly the site of a school and is now a vacant lot.  Doherty thinks this site would be ideal for a pocket park.  Scranton City Council eliminated funding for the proposed park from the 2011 budget.  Undeterred, Doherty is seeking other funding as listed above and additional grants through Lowe’s, Home Depot and Kaboom.  The mayor estimates he needs $75,000 to complete the North Scranton pocket park, which will feature a swing set, playground area and bike path which will also include a small BMX trick park.  This vacant lot is a blighted property.  Creating the park will clean up blight, add more recreation and improve property values in the neighborhood.

The Clover Field Park is next on the agenda.  The Mayor hopes to add a playground area to a section of the park.  The playground area would serve neighborhood children and the children who take part in the West Side Jets junior football program. The West Side Jets use the park as their home base.  The cost for these improvements will be $135,000 and funded through the Community Development Block Grant program.

The third project will impact the Novembrino swim complex, 10th Avenue, also on Scranton’s West Side.  The deep water pool is going to be eliminated and a splash park added in its place.  Adding a splash park eliminates the need for lifeguards and cuts down on the city’s water bill.  The splash park is expected to cost $183,000.  The city is looking at their pools, which are all around 40 years old.

Doherty said “We have an obligation to reinvest in neighborhoods, stabilize them and maintain property values.”  Mr. Mayor, we could not agree more!

Comments from Citizens Present

Bob Leaming – spoke against parking restrictions on S. Hanover St. that are being proposed as a way to combat increased traffic due to the Keim St. bridge closure.  Bob did an impromptu traffic study on the proposed parking restricted area.  Approximately 20 cars went through each green light.  12 went straight, 7 turned left and 1 turned right, on average.  Banning or restricting parking will not solve the traffic problem.  A longer green light is needed at Hanover and High so more northbound traffic can get through that light. (This plan should also include the light at King and High)

(Jason said a traffic count is being proposed by PennDot to get an accurate handle on the situation.  Jason recommended the motion be tabled to give PennDot sufficient time to conduct a study.)

Nancy Leaming – is the owner of AVJ Natural Cat at 6 S. Hanover St.  Nancy stated a large percentage of her customers come into the store between 4 – 6 p.m. (when the proposed restriction would be in place) and customers can not be lugging huge bags of cat food and litter across the street or around the corner.  Such a parking restriction would kill her business.

Burt Meyers – spoke against the proposed parking restriction as well.  Burt owns Meyers Automotive Repair at 8 S. Hanover.  He stated the four businesses on that side of the street already have a huge parking problem.  The light is also a problem at High and Hanover.  It only stays green approximately 35 seconds.  The restriction would be a great hardship on Burt’s business.

Melissa Braunsberg – is an AVJ Natural Cat customer who also echoed the sentiments of the other speakers and was not in favor of parking restrictions on S. Hanover St.  Parking is already a huge problem and she does not want anything to jeopardize this store because she gets a lot of products from there.  She normally comes into the store between 5 – 6 p.m. (after work) and would have no where to park.  She also feels the light and High and Hanover is a problem.

Don Read – made an impassioned plea to Council to give him another term on the Borough Authority.  He said he realizes many people do not like his personality and that he “speaks about issues” which some do not appreciate.  He feels personality should be removed from the decision-making process and that he has done a good job on the Authority if you look at is record.  Don stated he enjoys being on the Authority.

Mayor’s Report – Bonnie thanked the S. Hanover St. business owners for addressing Council.  She also read part of an email sent out from Anna Johnson of Citizen’s For Pottstown’s Revitalization extolling recent successes and stating that despite our differences, we all share the same goal for a safer Pottstown and encouraged people to stay involved! (You can read that entire email right here on Roy’s Rants).  Bonnie also thanked the Police Department for doing a good job last year.

Manager’s Report – Jason talked about the Community Development Block Grant and a project for Washington Street. 

Jason is working with FEMA regarding data on Pottstown’s flood plain.

The Pottstown Traffic Group is discussing following items: the new signal at Industrial Hwy. and Moser Rd., the Route 100 construction (lane reductions) that will last for 12 – 18 months, the Hanover Street parking and signals, the High Street Bridge closure and rebuilding, the Keim Street bridge project will take 3 – 4 years to get through the design stage, the Armand Hammer Boulevard Interchange on 422 is slated for construction and the Industrial Hwy sewer line replacements and paving needs to be coordinated.

On 01/20/2011 there will be an overview meeting about Pottstown’s Code Enforcement software.

Jason talked about the 22 East Second Street project.  Students from the Votech will be rehabbing that property for resale.  The cost of the project will be recouped from the sale of the property.

Montgomery Planning Commission’s northwest transit plan will involve Pottstown Area Rapid Transit (PART) for 3 of 7 new routes they are recommending be established to service this part of the county, in places where access to mass transit does not currently exist.

The 2010 audit will be completed by May.

Jason talked about Pottstown’s drastic improvement with its finances.  Our cash flow as of 12/31/10 was $1.7 million, compared to 2008 when it was -$136,000!  Liabilities as of 11/31/2010 were $72,000, compared to 2008 where they were $740,000!  We should give Jason, Janice and the Finance Committee a medal!

New Business

Mayor Heath presented a civilian service award to a borough resident who helped Pottstown Police apprehend a drug dealer!  The gentleman got a standing ovation from all present!

Council authorized the application to the 2010 PECO Green Region Space Program for Memorial Park Phase II projects.

Council approved the submission to the Montgomery County Revitalization Board for the following projects: Skyline Lighting, Gallery on High and the Western Gateway.

Council approved an Agreement of Cooperation between the Borough of Pottstown and the Redevelopment Authority of Montgomery County for support of the Village Productions/TRIPAC application to the Department of Community and Economic Development.

Council approved a motion to grant the YWCA of Pottstown a reduced rate on 15 parking spaces in the King Street Lot and to provide 5 spaces at the regular rate.

The motion to prepare an ordinance restricting parking on S. Hanover Street was tabled. (Council is concerned about impacting our downtown businesses)

Don Read was not reappointed to the Borough Authority.  Councilor Kirkland spoke on his behalf.  However, when a roll call vote was taken, only Councilor Kirkland voted to reappoint Mr. Read.  Someone felt the need to clap after the vote was taken.  David Wren was then appointed to serve on the Borough Authority to replace Mr. Read.

Sheila Dugan and Mr. Heisey were appointed to PDIDA.

Council voted to reappoint the four existing members of the Blighted Property Review Committee.

Mark Patrizi was reappointed to the Zoning Hearing Board.

Gail Yoder was appointed to serve on the Vacancy Board.

Council endorsed the concept of the Citizen Education Program, the Pottstown Academy, and the Citizen Codes Inspector Program.  Jason has been given the green light to implement these programs.

Council approved the demolition of the former Frederick Mill Building at 527 N. Hanover St.  Thank you!!!!!!!!!!!!!!!!!!!!!!!!!

A few contracts were awarded for Public Works, Streets Division.  Some certificates of appropriates were approved from HARB and the bills were paid.

Councilor Weand commended the Finance Staff for their fantastic work on getting our financial house in order.  Councilor Weand is head of the Finance Committee and should get a shout-out for all his hard work as well!

Meeting was adjourned so Council could go into Executive Session.
