In The Lead: Carnegie / The Comeback Continues

Hans and Virginia Gruenert wanted to start a theater company when they lived in New York City. That’s where you’d do something like that.

But Off the Wall Theater Co. was destined to be born in Western Pennsylvania when Mr. Gruenert’s work brought the couple here in 2007. And after five years in Washington, Pa., they found a better fit in Carnegie.

Their decision happened to mesh with the borough’s trajectory of late.

The economic doldrums that gripped the region for years didn’t miss Carnegie. Then in 2004, when Chartiers Creek overran the business district as a remnant of Hurricane Ivan, dozens of businesses were damaged and many did not return.

Hazelwood: Almono Gives Neighborhood A Shot At Recovery

Salvation sits just across the railroad tracks from Alex Bodnar’s Hungarian restaurant on Second Avenue in Hazelwood.

It doesn’t look like much now, just acres and acres of vacant land, graded but idle. But the redevelopment potential of the 178-acre site has raised the hopes of the struggling city neighborhood.

“The good Lord is answering my prayer,” Mr. Bodnar beamed as he stood in the kitchen of his restaurant preparing a bowl of goulash.

For much of the last century, the Monongahela riverfront site has been closely tied to the neighborhood’s fortunes. For decades, the massive coke works that dominated the land brought prosperity. Jobs were plentiful and Second Avenue teemed with grocery stores, shops and restaurants.

Charleroi Envisions Riverfront Destination As Focal Point Of Business Redevelopment Plan

Editor’s note:  Imagine that, another town with a vision and a plan…with the rash of shootings going on in Pottstown again….a vision and a plan would be in order.  Just sayin’…

Donn Henderson sees the Charleroi riverfront development he wants 25 miles away in Pittsburgh.

“It’s not rocket science. There are plenty of examples,” said Henderson, manager of the borough, which will announce a redevelopment plan for the central business district Thursday. “Just look at the North Side. That’s a great model. The South Side, too.”

Re-creating Pittsburgh’s successes deep in Washington County‘s Mon Valley will not be easy. But continuing to watch the once-thriving industrial and retail community lose population amid growing drug and crime problems certainly will accomplish nothing, Henderson said.

“We cannot continue that trend and survive,” he said.

Downtown Inc Using “Destination Branding” To Market York Neighborhoods

If you name it, they will come.

Sonia Huntzinger, executive director of Downtown Inc, said that’s the theory behind York’s recent push to brand pockets of its 26-block downtown business district, creating a patchwork of neighborhoods that will each offer something different to regional visitors.

In the last two years, the nonprofit, which promotes revitalization of the city, has partnered with grassroots groups to demarcate several sections, including Royal Square, the Market District, Beaver Street and the latest, Weco.

The growth in destination branding, as the strategy is called, has coincided with Downtown Inc’s “Who Knew” campaign, a YouTube ad effort that highlights shopping and eatery options with the goal of bringing more foot traffic into local businesses.

Tacony Hopes Fresh Face-Lift Lures Flocks Of Folks

SCOTT DeGIRALOMO, owner of Computer Guy on Torresdale Avenue near Disston, said he’s very happy with the new, huge “Computer Guy” letters that light up in cool blue across the former Tacony post office that now houses his high-tech services business.

“They replaced my hanging disaster of an old sign outside that was about to fall and crush somebody,” DeGiralomo said dryly.

Like Bull’s Eye Dart Supplies next door, Computer Guy is one of 15 businesses along Torresdale Avenue that got a major face-lift, thanks to the Tacony Community Development Corp. and its business corridor manager, Alex Balloon.

“Alex is our general and our cheerleader,” DeGiralomo said, smiling. “I see him marching around here, talking up Tacony’s positives to store owners until he rah-rahs us into being a team.

Peduto Makes Pitch For New Housing In Pittsburgh

Whether it’s Oxford or Ralph Falbo, Pittsburgh Mayor Bill Peduto has a message for developers — give me housing and lots of it.

And that applies to the North Shore, too, where you will find lots of offices and bars and even a hotel, but not a single place to call home.

In meetings with developers, Mr. Peduto is making it clear that there is a new administration with a new agenda in town — one that places a premium on housing and neighborhood business districts.

“Retail follows rooftop. That’s what [the late mayor] Bob O’Connor used to say. We don’t need to TIF retail centers. We don’t need to put public dollars behind big box. They’ll come. What we need to do is to build up the population that will shop there and then the retail would never need public subsidy,” he said.

Reading Officials Anticipate Announcement Of Funding For Downtown Project

Picture 533Reading officials are hoping that a visit Wednesday from the state’s community and economic development secretary will result in millions of dollars in grant money to build a thriving business district downtown.

City officials are anticipating that the state has accepted the city’s application to be designated as a Keystone Community, which would provide access to economic development-related funds.

They say they haven’t been given the final word, but city officials said state Community and Economic Development Secretary C. Alan Walker is coming to Reading to make an announcement Wednesday.

“We’re hoping that’s part of the reason why he’s coming,” Mayor Vaughn D. Spencer said Monday.

Pottstown Downtown Improvement District Authority (PDIDA) Is On The Move!

180933_10150092018677029_7436728_nLike the little engine that could, Sheila Dugan has taken the throttle of the Pottstown Downtown Improvement District Authority (PDIDA) and is chugging uphill toward her vision of a revitalized central business district.

Unlike Main Street Managers in the past, this dynamo hit the ground running and is pulling PDIDA into the 21st century at warp speed.  The PDIDA board has been reorganized, assessments are being collected, activities are being scheduled and a new cooperation is being fostered between PDIDA, borough hall, PAID, the TriCounty Community Network and other entities in Pottstown.

Sheila actually lives in Pottstown, is a downtown business owner (she and her husband own Grumpy’s) and her children attend the Pottstown School District.  Sheila is INVESTED in Pottstown (a missing component in past Main Street Managers).

The perception of business owners in the downtown, by the general public, is poor.  Sheila is trying to raise awareness that most businesses downtown are Mom and Pop operations.  In many cases, one owner, one employee.  Trying to “do it all” six days a week from open to close does not leave much time for people to attend PDIDA meetings (or much of anything else).

To combat the time problem, Sheila has come up with an innovative solution – block captains.  The block captains will talk with their assigned business owners and attend the meetings to speak for the group they represent.  The block captains will then convey the meeting results back to their group.  Email is also being used to keep PDIDA members updated, in addition to block captains and meetings.

Sheila has been working closely with the Pottstown Police Department and Borough Manager Mark Flanders toward a solution for the vagrant problem downtown.  Sheila said Mark Flanders and the Pottstown Police Department have been extremely helpful and cooperative in working toward a solution for this problem.  You will see more police officers downtown walking a beat along with other measures that are aimed at making the downtown clean, safe and a welcoming atmosphere for shoppers, arts and restaurant patrons.

PDIDA is also working with the numerous social services agencies in Pottstown.  These agencies will also play a role in managing the homeless and idle population that have been congregating downtown and hampering revitalization efforts.

Sheila works hand-in-hand with Pottstown Area Industrial Director Executive Director Steve Bamford to help market Pottstown and fill empty store fronts with new businesses.  She said Steve Bamford has been great to work with.  Marketing Pottstown is not an easy job.

Another important cooperative effort taking place is between the Pottstown Codes Department and PDIDA.  Every building within the PDIDA zone is being reviewed and code violations are being identified where they exist.  Clean and safe buildings are certainly more appealing to consumers!

Like many organizations, PDIDA has lost a large percentage of its funding.  Sheila said individual and corporate sponsors are desperately needed as well as volunteers.  For example, the PDIDA office downtown needs volunteers to help staff the office.  Sheila is also working on fundraising efforts and is applying for grants to help fund events and projects.

While we are on the subject of funding and budgets, Sheila is Pottstown’s official Main Street Manager but receives only a fraction of the salary the former managers were paid.  This is due to the loss of funding from the Pennsylvania Department of Community and Economic Development for the Main Street Program.  Pottstown is fortunate to have someone willing to take on this herculean task, put in the time, do the hard work and get results on a shoestring budget.

One last thing before I give you a list of upcoming events downtown.  A while ago, one of my readers asked me if the façade program was still in existence.  I emailed the former Main Street Manager, identified myself and posed my reader’s question.  I never received the courtesy of a reply.  I asked Sheila about this during our conversation and she told me that the façade program does indeed still exist and there is still money available.

June 20 – Rumble Downtown (includes Misty May-Treanor and live music).

July 20 – 2nd Annual Sidewalk Sale

October 12 – 6th Annual Riverfest – PDIDA is taking on this event and adding an evening component from 6pm – 8pm which will include live bands, artists, beer garden, a Bike/Art event and a TriPAC show at 8pm. Downtown restaurants will be participating.

Sheila said she is always looking for participants, live music, artists and street performers for PDIDA events.  I will again put in a plug for individual and corporate sponsors.

Centralized Jobs Are A Bonus For Lancaster

Lancaster County has kept an unusually high percentage of its jobs in Lancaster city and suburbs, a new study shows.

The concentration of jobs in the city and suburbs here makes it easier for job-seekers to find work, the study’s author says.

Having centralized jobs also reduces traffic congestion, lowers energy consumption and cuts pollution, she says.

“Generally, we say that more compact forms of development are positive,” said author Elizabeth Kneebone.

The Three Statistics That Every Downtown Should Live By

Editor’s note:  This is phenomenal advice for all downtown shopping districts and their umbrella organizations i.e. Pottstown Downtown Improvement District Authority.

Lancaster and its James Street Improvement District are prime examples of living by these three simple rules!  I suggest a field trip for any struggling downtown merchants or downtown organizations who want to see what is possible!

I call this the 7-8-7 rule because of the three most important statistics that make a downtown a successful and vibrant destination. Think of your favorite destination downtowns. Are they beautiful? Do they feel safe? Are there things to do after 6:00 pm?

Pottstown Sheds Regulations To Be More Business Friendly

The Fishwrap is reporting that an effort is finally being made to become more business friendly and welcoming to investors in our central business district.  I say, “Here, here!”  It’s about time. 

Driving down High Street should be an exciting experience, however, it is the opposite as of late.  Removing rules and procedures, that needlessly delay construction, is a good thing.  If we would work really hard at filling up all those empty retail spaces downtown, it would go a LONG WAY toward helping the tax base, drawing people downtown to spend money on goods and services and creating employment!  In the past we have worried about looks (and trees), at any cost, and you see the result.  Crickets!

Program Launch for Small Businesses to Create and Preserve Employment

HATBORO — Montgomery County launched a new program Thursday to help small businesses create and preserve employment in central business districts throughout the County.

The Small Business Assistance Fund will provide small businesses with loans for up to $100,000 at low interest rates provided they can demonstrate at least one full-time job will be created or preserved for every $25,000 borrowed.

Financing from the program can be used to pay for a portion of the cost purchase land, buildings, machinery and equipment or as working capital for construction, renovations and other expenses that are part of the approved project.

“We see this program helping businesses occupy buildings that are now vacant, employ a few people and thereby improving the customer base for other businesses in the district,” said Ken Klothen, Director of Economic Development for Montgomery County.

The program will draw up to $1 million from the existing Economic Development and Community Revitalization programs to provide the loans. All loans will require approval by the Montgomery County Commissioners.

Hatboro Borough Manager Steven J. Plaugher, Hatboro Main Street Manager Stephen Barth and members of the Hatboro business community joined Klothen for the program launch.

“The Borough of Hatboro is excited to host the unveiling of the Montgomery County Small Business Assistance Fund, and would like to thank the County Commissioners and Ken Klothen for selecting our community to do so,” Plaugher said.

Hatboro is the ideal spot to launch the new program, Barth said. The borough has seen 26 new businesses open in the past six months and borough council, the chamber of commerce and other organizations and community members are focused on its revitalization, he said.

“The Montgomery County Commissioners recognition and support of Hatboro’s revitalization efforts will greatly enhance and spur continuing growth,” Barth said. “We already have ten businesses and investors lined up for the Small Business Assistance Fund.”

Brewery/Brewpub Coming To Downtown Lansdale

Lansdale is getting a new addition to their business district this fall.  Round Guys Brewing (gotta love the name) has signed a lease as 324 Main St. in downtown Lansdale.  In addition to beer the new establishment hopes to have a light food menu as well.

Round Guys will start being open weekends / holidays and go from there, as demand dictates.

The Mayor, Councilor and Code Enforcement have worked with the owners to make this a reality. (Imagine that)

One Of My Adaptive Reuse Posts Catches Eye Of Scranton Mayor

This is one of those moments that makes sitting here blogging away every day worth the effort.

I wrote a post for Code Blue’s The Pulse blog about an adaptive reuse project, here in Pottstown, that would transform the old armory building on King Street into luxury apartments.  This would be significant as there are several other projects lining up along the same lines.  If this project is successful, it could jump-start redevelopment in the central core neighborhood.

As an example of adaptive reuse in a central downtown neighborhood, I cited the Connell Building project in Scranton‘s central business district.  My post and reference to Scranton’s renaissance caught the eye of Scranton Mayor Chris Doherty.  As a result, I am traveling to Scranton on Tuesday to meet Mayor Doherty and get the mayoral tour of Central Scranton.  I am more than a little excited!

Center City Living In Scranton Is Taking Off

The demand for Center City Scranton housing is heating up.  Another blighted landmark building in Central Scranton is being converted into more than 35 apartments with retail space on the first floor.  The 5-story Chamber of Commerce Building was built in grand style in 1926.  Brass rails, marble floors, 14-foot tall built-in bookcases and rollout doors are featured in the beautiful interior.  The building served the Scranton Chamber of Commerce until 1998.

Developer Charlie Jefferson, is the force behind this transformation.  Jefferson was also responsible for the Connell Building’s transformation into loft apartments.  All of the loft apartments were leased before anyone moved in.  Jefferson’s total investment in downtown Scranton is $35 million.  This Chamber of Commerce building sale was some where in the vicinity of $1 million according to Jefferson.

The former East Scranton Junior High School will be converted into 24 apartments.  A $3 million grant from Ed Rendell will help to transform this property into more apartments.  The school has been closed since 2001, according to a Facebook alumni page.

The construction of The Commonwealth Medical College is going to drive demand for 600 additional apartments in central Scranton in the next five years.  The amount of recent development in Scranton has been astonishing given the economic downtown during the last several years.  An increased population in the central business district will spawn the need for stores, restaurants, clubs and services like banks, dry cleaners, grocery stores and other conveniences for residents.  The Commonwealth Medical College is building an 180,000 square foot building in downtown Scranton that is opening this year.  The new facility will house the school’s educational and research programs.

Mayor Chris Doherty said “the success of the city will come from life downtown, and the trend is well on its way.”

Best Bet For Tax Revenue: Mixed-Use Downtown Development
