If gasoline prices continue to hover where they are, Ron Stover might get rid of his Dodge Durango.

These days, the dark silver sport utility vehicle with its V8 engine costs $85 to fill.

“I haven’t filled it up in I don’t know how long,” said Stover, 39, of the North Side.

Pennsylvania drivers pay less for a gallon of gas than they did a year ago, but planned changes to a state tax could increase the cost down the road, even as experts predict prices nationwide might continue to drop.

Transportation Plan Calls For $4.7 Billion For Southwestern Pennsylvania

A draft plan for improvements to the region’s transportation system envisions $4.7 billion in spending in the 10 counties of southwestern Pennsylvania in the next four years, a 52 percent increase from the current four-year plan.

The plan for fiscal years 2015 through 2018 signals a reversal of years of diminished spending on infrastructure and public transit, bolstered by the funding bill that the Legislature and Gov. Tom Corbett enacted last fall. The draft Transportation Improvement Plan was released last week by the Southwestern Pennsylvania Commission, a regional planning agency.

“From my perspective, we were able to add significant projects that were simply unaffordable in the last TIP update,” said Dan Cessna, the Pennsylvania Department of Transportation’s district executive for Allegheny, Beaver and Lawrence counties.

Among them is a $79 million rehabilitation of the Liberty Bridge in Downtown Pittsburgh, which at present is weight-restricted and rated structurally deficient, meaning its components are deteriorated but not yet unsafe. Numerous smaller bridge and paving projects were added as well, he said.

Data Shows 44% Of Luzerne County Spans Are Deficient Or Obsolete

In advance of a press conference set for this afternoon in Scranton, U.S. Sen. Robert Casey, D-Scranton, released a county by county list of bridges deemed structurally deficient or functionally obsolete throughout Pennsylvania, and while Luzerne County isn’t the worst of the bunch, it’s deep in the bottom half.

The list shows Luzerne County has 441 bridges, with 121 of them structurally deficient and another 75 functionally obsolete. Combined, that means 44 percent of all bridges are sub par.

PennDOT To Spend More In Fayette, Westmoreland Counties

The state is primed to pump approximately $33.8 million in additional money into highway and bridge projects in Fayette and Westmoreland counties this year with revenue generated from higher fees paid by motorists.

PennDOT said it would use the revenue from Act 89 to make about 59 miles of improvements to 12 roads in both counties.

In Westmoreland, 40 miles of improvements are planned to Routes 66, 119, 130, 356, 381, 819, 981 and 993 in Allegheny, Donegal, Hempfield, Loyalhanna, North Huntingdon, Penn, Salem, Unity and Washington townships, as well as Greensburg, Jeannette, Irwin, Manor and Trafford.

Those projects are estimated to cost $10.5 million.

Officials: Transportation Will Suffer With Bill’s Defeat

Commuter rail service is likely to be cut next year, and Pennsylvania’s highways and bridges will continue to deteriorate, transportation officials said Tuesday, following the narrow legislative defeat of a major transportation funding increase.

Most lawmakers from southeastern Pennsylvania supported the funding measure, but eight area Democrats and five Republicans voted against it. And a key supporter, Rep. Louise Bishop (D., Phila.), was out sick, the only legislator not voting on the measure, which was defeated 103-98 Monday night.

Supporters of the bill, which would have increased gas taxes and motorists’ fees to provide about $2.4 billion in additional funding, said negotiations were continuing Tuesday to try to revive the bill, which was one of Gov. Corbett’s key legislative priorities.

Republican opponents cited the increased taxes and fees as a prime reason for their “no” votes, while Democratic opponents said they objected to a provision that would have increased the prevailing-wage exemption on government construction projects, which some labor unions opposed.

Soon the playground at Gring’s Mill Recreation Area will be out of the woods, literally and figuratively.

Credit goes to an issue not likely to hit Berks County directly: drilling for natural gas.

County officials recently were told they could expect a check any day for $345,000 from the impact fees gas producers pay the state. That’s on top of the $349,068 they received last year.  The money must be spent for parks and recreation projects.

The money enables the county to bump up the timetable for projects identified in the parks department’s five-year plan, and avoid spending taxpayer money on them, county Commissioner Kevin S. Barnhardt said.

PennDOT Lists Berks County Projects Transportation Bill Could Fund

PennDOT says it could make Route 222 four lanes from Reading to Allentown and catch up on road and bridge repairs all over Berks County if it can get its hands on more money.

The agency released its long-awaited Decade of Investment list Friday, detailing on an interactive website what extra projects it could get done if the state Legislature passes one of the transportation funding boosts that have been proposed.

The site allows people to compare what roadwork could be done if funds stay the same with what could be done with the $1.8 billion per year increase Gov. Tom Corbett proposed in February or the $2.5 billion per year increase the state Senate passed this month.

“There’s not much that’s going to happen if we’re faced with the current funding,” PennDOT spokesman Ronald J. Young Jr. said, adding, “We’d just be treading water, so to speak.”

PA Senate Passes $2.5 Billion Transportation Funding Package

Four months after hearing Gov. Tom Corbett’s call for a transportation funding plan in his budget address to the Legislature, the Senate delivered one mightily.

By a 45-5 vote, the Senate today approved a transportation funding plan that not only raises the $1.8 billion by 2018 that Corbett wanted.  It goes $700 million beyond that.

The measure now goes to the state House of Representatives for consideration.  Its fate is uncertain in the House because of the cost implications on consumers.

All midstate senators voted in favor of the legislation.

Pennsylvania’s Bad Roads Costly To Drivers

Two out of every three major urban roads in the Scranton/Wilkes-Barre region are in poor or mediocre condition, underscoring the transportation dilemma the state faces, according to a report released Wednesday by a national transportation organization.

And using those roads is costing the average driver an additional $1,320 per year in extra vehicle operating costs as a result of driving on roads in need of repair, lost time and fuel due to congestion-related delays.

The report, “Future Mobility in Pennsylvania: The Cost of Meeting the State’s Need for Safe and Efficient Mobility,” finds that throughout Pennsylvania:

• Thirty seven percent of major roads and highways provide motorists with a rough ride.

Hazleton Area Rail-Trail Bridge To Get Historic Support

A 117-foot bridge that will take the Greater Hazleton rail-trail over an active Norfolk Southern railroad line will be held by supports built more than 120 years ago by the Coxe coal barons.

The bridge will be delivered to the site on May 23.

Tom Ogorzalek, a trail volunteer and local history buff, said the abutments were built by the Coxe family when they owned and operated a railroad near the turn of the last century.

“They were built in 1890 by the Delaware, Schuylkill and Susquehanna (DS&S) Railroad, which was run by the Coxe family to haul their coal,” Ogorzalek said. “Other railroads also hauled their coal.  They made a deal with Lehigh Valley Railroad to haul all of their coal.  Lehigh Valley acquired DS&S, and almost immediately abandoned that track sometime between 1900 and 1905.”

Smoother Berks Roads Ahead?

Berks County would enjoy smoother roads and sturdier bridges if the $1.8 billion annual boost to statewide transportation funds Gov. Tom Corbett pitched last week becomes reality, local officials said.

At a minimum, the funds would stop the backlog of bridge and highway repairs needed in Berks from growing, said Alan D. Piper, county transportation planner.

But over time, PennDOT could catch up on repairs and focus on expanding traffic-prone highways such as Route 222 and the West Shore Bypass, he said.

“There’s no doubt that it will be beneficial,” Piper said. “Does it solve all our problems? Probably not. But it’s a gigantic step in the right direction.”
