New Plans For South Bethlehem Apartments, Stores And Offices Submitted

A developer has submitted new plans for three buildings that will include stores, offices and apartments across from the former Bethlehem Steel Corp. site in Bethlehem.

Developer BethWorks Renovations has submitted plans for one five-story and two four-story buildings along East Third Street across from Northampton Community College.The company’s previous plans for the site called for one five-story and two three-story buildings, but its total of 111 apartments remains the same.

The company’s new plans are scheduled to go before the Bethlehem Planning Commission 4 p.m. Thursday.

BethWorks’ five-story building would be located at 422-430 E. Third St., which is on the corner of Fillmore Street. It’s proposed to have first-floor retail space and 96 apartments.

Norristown Code Enforcement Manager Resigns After Investigation

NORRISTOWN — Code Enforcement Manager Joseph Januzelli was forced to resign Monday after Municipal Administrator Crandall Jones concluded an investigation into a Norristown resident’s complaint that a district justice allegedly rented an apartment to her without securing the required, annual rental license from the code enforcement department.

Eileen Schwartz complained at the Sept. 2 council meeting that her roof collapsed into her apartment earlier this year. Schwartz said she had rented the apartment in the 400 block of West Fornance Street from Norristown District Justice Francis Lawrence for more than nine years and that Lawrence had never obtained a rental license for the apartment.

Council members ordered Jones to investigate whether Lawrence had obtained a rental license.

Cops: Man Hands Them Pot At Sherman Hills, Leads Them On High-Speed Chase

WILKES-BARRE — A New Jersey man faces a slew of charges and bail of $250,000 after he allegedly led police on a high-speed chase from the Sherman Hills apartment complex following a traffic stop.

Officers conducted a traffic stop on Bradley Ercel Burgess, of Bergin Avenue, Jersey City, New Jersey, just after 7 p.m. Wednesday near Coal Street and Logan Court and detected a strong odor of marijuana coming from Burgess’ vehicle, police said.

Police asked Burgess what he was doing in Sherman Hills, and he told them he was visiting a friend. When asked if he had any marijuana in the vehicle, Burgess allegedly handed an officer a cigar packet and stated that it contained a small bag of marijuana, police said.

29 Luxury Apartments Planned For York City’s Northwest Triangle

A unique, triangular building in downtown York City has piqued the interest of two young developers.

Seth Predix and Jordan Ilyes have proposed converting the Keystone Colorworks building, a former paint factory at 109 W. Gay Ave., into 29 luxury apartments.

The city’s Redevelopment Authority, which owns the building, voted Wednesday to draft a sales agreement for $100,000.

It could be months before the sale is final, but Wednesday’s decision “basically takes the building off the market,” said David Cross, who chairs the RDA.

Allentown Man Pistol Whipped, Robbed At Sherman Hills

An Allentown man was pistol whipped and robbed after going to a crime-ridden apartment complex in Wilkes-Barre to meet a female “acquaintance.”

Alexander Aron, of Allentown, reported to police on Friday that he went to Sherman Hills to meet a woman he referred to as an acquaintance, Taisha Moore.

Aron met the woman in front of Building 312 and walked to the area of the laundry rooms. He was then approached by two unidentified males, who demanded his wallet, police said.

Aron refused to turn over his wallet and was pistol whipped. He then gave the two males $150 in cash. The two males and the female then fled the area, police said.

Gunfire Heard On Phone By 911 At Sherman Hills

WILKES-BARRE, PA — City police are investigating gunfire in a hallway inside Building 308 at the troubled Sherman Hills apartment complex, which has been the scene of other shootings, stabbings and assaults.

Police responded to the apartment building after Luzerne County 911 received a hang-up call at about 1:25 a.m. Tuesday.

911 called the phone number and were advised that shots were heard in a hallway and the sound of people fighting.

Police said shell casings were found in the hallway. A search of the area did not result in any suspects, police said.

Council Members: Sherman Hills Owners Have No Plans To Increase Security

The company managing the Sherman Hills apartment complex has no plans now to put up a guard house or around-the-clock armed security, said city council members this week.

Council members Bill Barrett and George Brown met in July with John VanMetre, director of property management at The Aspen Companies, a sister company of Treetop Development, the facility’s owners. Barrett and Brown are members of a group organized by Congressman Matt Cartwright, D-Moosic, looking at living conditions at the apartments.

“We have recommendations, not just cameras and fencing. I think we do need a guard system and to have people there who are monitors. I feel that’s something that’s necessary,” Brown said.

“The bottom line is I feel there’s a need to more closely monitor who’s there,” Barrett said. “There are problems still occurring, still continuing. I think they need to seriously consider having an armed security presence there to make it a safer place. That should be the objective, to make a safe living place for residents of the development. The only way you can do that is to make sure people who aren’t supposed to be there are not there.”

Bethlehem Affordable Artist Housing Nearly Ready For Occupancy

Lofted ceilings. A rooftop deck. Bird’s-eye views of the former Bethlehem Steel blast furnaces.

An on-site art gallery. Personal studio space. Central air conditioning, walk-in closets and modern kitchen and bathroom facilities.

While it sounds like they could be, these are not features of a new high-end apartment complex in Bethlehem. In fact, these amenities are part of a new 46-unit affordable apartment complex set to open on Bethlehem’s South Side in October.

“We have people come on tours because they can’t believe this is affordable housing,” said Jolene Weaver, corporate marketing manager for Housing Development Corp. MidAtlantic, the apartments’ developer.

UPDATE: Wilkes-Barre Police Investigate Reported Stabbing At Sherman Hills

WILKES-BARRE, PA — Police are investigating a reported stabbing Friday night at the crime-plagued Sherman Hills apartment complex in Wilkes-Barre that left the victim in critical condition.

A 911 supervisor said the stabbing was reported at 7:30 this evening at Building 320 on North Empire Court. One male was transported to Geisinger Wyoming Valley Medical Center in Plains Township, the supervisor said.

According to a release from Wilkes-Barre police, the victim had a severe laceration to his neck and was transported to a local medical facility.

A representative from Sherman Hills ordered members of the news media off the private property shortly after their arrival.

Wilkes-Barre Police Chief: Sherman Hills Cameras Not Working

WILKES-BARRE, PA — Surveillance cameras in Sherman Hills did not record Tuesday’s shooting at the troubled apartment complex when two men were seriously injured, city police Chief Gerard Dessoye said Thursday.

Dessoye said the camera system, he believed, was “not fixed” as pledged by the complex’s former owner, Sherman Hills Realty Inc.

“(Cameras) couldn’t provide any details about the shooting,” Dessoye said, noting he has not seen any security enhancements at the apartment complex besides the installation of a chain link fence.

U.S. Rep. Matt Cartwright, D-Moosic, stated in a news release that Treetop Development, which purchased the apartment complex from Sherman Hills Realty earlier this year, “repaired all cameras.”

Judge Gives South Hills Landlord 30 Days For Tenant Relocation Proposal

A landlord facing an avalanche of building and health code violations for a row of town houses and a neighboring apartment complex in Carrick will have until the end of the month to clear out the remaining tenants before his next appearance in front of a local judge.

Davin Gartley of Mt. Lebanon has been cited repeatedly since October for problems related to lead paint, sewage, trash, lack of running water and more.

The continuance Magisterial District Judge Richard G. King granted June 26 required Mr. Gartley to come up with a “good faith” relocation plan for the tenants living in three apartment buildings at 2531-2539 Brownsville Road in exchange for the possibility of reduced fines, said Jim Thompson, deputy director of environmental health for the Allegheny County Health Department.

“We were surprised. This has been a long, ongoing case,” Mr. Thompson said. “Granting another 30 days, with this landlord being so difficult, we’re not sure exactly what that will accomplish.”

Sherman Hills Inspected Under New Owners

WILKES-BARRE, PA — City code inspectors took a look Monday at how the new owners of the Sherman Hills apartment complex are managing the site.

Inspectors visited the apartments as part of a complex-wide round of reviews following the site’s purchase by a New Jersey company. Inspectors must review rental units before a new tenant moves in, at least every two years or if a property changes hands, said Butch Frati, Wilkes-Barre director of operations.

Sherman Hills Realty finalized the complex’s sale on April 10 to Treetop Development, of Teaneck, N.J., which paid $15.7 million for the property.

City inspectors visited last week and Monday and plan to finish today. They review living conditions and complete a checklist on each of Sherman Hills’ 344 units.

Law Chases Carrick Landlord For Subpar Rentals

Editor’s note:  All I can say is enforcement, enforcement, enforcement.

For months, a putrid mixture of storm water and raw sewage has pooled outside the town homes on Berg Place in Carrick, a small street tucked behind a row of apartment buildings on Brownsville Road (Update: County officials order tenants to vacate premises).

The modest yards in front of the homes are marred by deep pits covered in flimsy plywood, an incomplete effort to fix problems associated with an unrelated water leak. And on one day this week, more raw sewage soaked one of the front lawns with a child’s wagon and toy car nearby.

The problems don’t end there. Tenants said that at times during the winter, they had virtually no running water, especially after the landlord shut off their main water supply and rigged a hose to siphon water from the nearby apartment buildings. When the above-ground hoses froze, the water stopped flowing, forcing tenants to haul in water in buckets and old milk cartons to even flush a toilet.

“It just dripped,” said Diane Berner, 51, who stayed with her friend who lives in the complex earlier this year. “It was a waste of time to even stand there and fill up a bottle.”

Bailey Park Development Takes Shape On Pittsburgh’s Mt. Washington

Bailey Park is so new, it had to be given a name.

“There is no sub-neighborhood here,” developer and architect Justin Cipriani says of the new one he is working on. “So that’s why we came up with Bailey Park.”

He is talking about a community of 11 homes and an apartment building on the fringe of Grandview Park right where Bailey Avenue and Beltzhoover Avenue meet.

He wants the area to be its own neighborhood so much that he is building a loop street around two of the homes and behind the other nine.

The street will meet city standards so all municipally provided functions — such as garbage collection and snow removal — can take place there.

Troubled Sherman Hills Apartment Complex To Be Sold

WILKES-BARRE, PA — The same day that the response of the troubled Sherman Hills apartment complex to a federal inspection was released, news comes that the complex is about to be sold.

U.S. Rep. Matt Cartwright, who founded a task force to address problems at the crime-ridden complex after two young girls were shot there last August, met Thursday with eight representatives from the U.S. Department of Housing and Urban Development, including Regional Director Jane Vincent, he said in a news release.

HUD officials revealed at the meeting that the property is under contract of sale with a transfer date target of April 1, Cartwright said.

The new owner, New Jersey-based Treetop Development, which has no overlapping ownership with the current owners, also will serve as property manager of the Sherman Hills property, Cartwright said, noting that Treetop has had success working with HUD in the past.

Legion Working Toward Sherman Hills Guard Pact

WILKES-BARRE, PA — A key component of the Sherman Hills Apartments security plan is guards — armed and unarmed — watching the complex and screening outsiders.

The security plan includes:

• Better lighting and possibly more surveillance cameras, but also a guard shack manned around the clock and a mobile armed guard.

• An 8-foot fence is to go up around Sherman Hills and the high rise adjacent to the complex. A gate along North Sherman Street is to be used only by emergency vehicles.

Wilkes-Barre Panel OKs Gates For Sherman Hills

WILKES-BARRE, PA — The city Planning Commission on Wednesday approved a plan to install gates, one of them staffed around the clock, as part of the overall security improvements at the low-income Sherman Hills apartment complex.

Sam Goldberg, regional manager of the apartment complex owned by Brooklyn-based Sherman Hills Realty, said the owners are eager to get started and have already set aside the money for the work.

“It’s all a matter of once we get the written approval. We do have contractors lined up,” Goldberg said. “We’ll work as fast as we can.”

The plans calls for the installation of a booth and gates for incoming and outgoing vehicles and pedestrians on Empire Court. The booth will be staffed 24 hours a day and control a second set of gates on Parkview Circle leading to the high-rise apartment building on the property. A third gate will be installed at the intersection of North Empire Court and Sherman Street, but emergency responders and police will have access to a key to gain entrance.

In Downtown Scranton Residential Boom, No Sign Of Slowing

Picture 062Four years ago, there was no residential life along the unit block of Franklin Avenue. By the end of this year, more than 55 apartments could be located along Franklin, between Lackawanna Avenue and Spruce Street.

“It’s about quality of living,” former Mayor Chris Doherty said earlier this month before he left office. “I said from the beginning, fail or success, we will go after downtown living.”

Scranton building contractor and redeveloper Art Russo bought into Mr. Doherty’s concept and his latest downtown project is one of his largest.

He is constructing 21 apartments on the three upper floors at the Bittenbender Building, a four-story, 48,000-square-foot structure at 126-132 Franklin. A sports bar, seafood restaurant and speakeasy-themed jazz club will occupy the 9,000-square-foot first floor.

Task Force Wants To See Plan For Sherman Hills

WILKES-BARRE. PA — Sherman Hills Realty LLC submitted a 150-page improvement plan that has not yet been publicly released to the U.S. Department of Housing and Urban Development, U.S. Rep. Matt Cartwright’s office said Thursday.

Cartwright’s office, like The Times Leader, requested an expedited copy of the plan to address problems at the sprawling housing project through the Freedom of Information Act.

Sherman Hills Realty submitted its plan on Monday in response to a Managerial and Operational Review that classified its management and operations of the troubled Sherman Hills Apartment Complex as “unsatisfactory.” HUD provides rental assistance to 340 households at Sherman Hills, which has been the scene of many violent crimes and incidents involving drugs in recent years.

At Least 36 Displaced In Carbondale Fire

The fire alarm was piercing, but it had sounded plenty of times in the 15 years Mary Gerzie has lived in Building L of Carbondale’s Summit Garden Apartments. What really frightened her was the thick black smoke that billowed into her apartment when she opened her door.

Then came the shouts of “get out of here.”

Mrs. Gerzie, 72, was one of at least 36 people that were taken out of the apartment complex and into the lightly falling snow Friday morning while firefighters worked to stop a fire on the first floor, said Carbondale Fire Chief Chris Pezak.

“The smoke was so intense,” said Chief Pezak of the fire that damaged part of the building around 8 a.m.. “It was very thick black smoke.”
