Overhaul Possible For West Mifflin’s Century III Mall

The Century III Mall could be in for a dramatic makeover as the owner considers demolishing part of the complex to provide more retailers with outside entrances and bring in medical offices and a hotel.

A preliminary plan posted — and later removed on Thursday — from the website of the mall’s owner, Las Vegas-based Moonbeam Capital Investments, called for opening the center part of the 1.3 million-square-foot complex so that it would resemble more of a outdoor shopping plaza.

It also called for a movie theater and 14,800-square-foot hotel, as well as transforming a vacant Sears store into medical offices or an assisted living facility.

Calls and email messages left for Moonbeam officials were not returned. However, West Mifflin officials said they had been talking with Moonbeam about the overhaul.

Plans To Transform Underperforming Burlington Mall

Over the next two to three months, officials in Burlington Township will be getting architectural and civil engineering drawings of what the new Marketplace at Burlington – formerly Burlington Center Mall – will look like, as well as a count of the traffic it is hoped it will generate.

By mid-spring of next year, owner Moonbeam Capital Investments L.L.C. of Las Vegas says, groundbreaking will begin to convert the underperforming mall into a must-see destination off Exit 47A of I-295 for shopping, dining, and entertainment.

If all goes as planned, the $230 million-plus phased conversion will also include manicured green spaces with benches and fountains that seamlessly tie a traditional mall with an open-air town center.

The full build-out is expected to take from two to three years and will be done in stages. The mall will stay open the entire time.

J.C. Penney Stores In York, Chambersburg Among 39 Closing

The JCPenney at York Galleria will close for business around April 4.

Sarah Holland, JCPenney spokeswoman, said via email that the York Galleria store is one of 39 locations nationwide that will close. Throughout Pennsylvania, JCPenney is also closing stores at the Chambersburg Mall in Chambersburg, Susquehanna Valley Mall in Hummels Wharf, Granite Run Mall in Media and Nittany Mall in State College.

Holland said the closures are part of ongoing efforts to meet goals for company growth.

“We continually evaluate our store portfolio to determine whether there’s a need to close or relocate underperforming stores,” Holland said. “While it’s never an easy decision to close stores, especially due to the impact on our valued associates and customers, we feel this is a necessary business decision.”

Owen J Robert SD Loses $2 Million A Year Under Lowered Coventry Mall Tax Assessment

SOUTH COVENTRY TOWNSHIP, PA— The Owen J. Roberts School Board unanimously approved a real estate tax appeal settlement with Coventry Retail, LP, that lowers the assessed value of the Coventry Mall from $98 million in 2012 to $23.2 million in 2014.

The reassessment will equate to a loss of about $2 million a year in property tax revenues to the district.

In addition to the revenue loss, the agreement is retroactive to 2012, so the district will have to repay mall owners $1,619,799 of taxes paid in 2012, 2013 and 2014. In accordance with the agreement, $650,000 of that will be paid in cash within 60 days, according to attorney David L. Allebach Jr., who represented the board on this matter. The remaining funds will be credited to the mall against future taxes,

District officials had anticipated that cost and have reserved the full $1.6 million, according to district Chief Financial Officer Jaclin Krumrine. Therefore, the district has the $650,000 on hand to pay back the mall owner. The remaining nearly $1 million will help balance the 2014-15 budget to make up for the tax credit the mall will receive during that fiscal year.
