State Police Corporal Faces Charges In Shooting Death Of State Trooper David Kedra

MONTGOMERY COUNTY COURTHOUSE – The District Attorney’s Office on Tuesday announced charges against a state trooper accused of accidently shooting and killing another state trooper during a firearms training exercise at the Montgomery County Public Safety Training Campus in September 2014.

State Police Corporal Richard Schroeter, 42, of Royersford, is being charged with five counts of recklessly endangering another person that led to the death of 26-year-old state trooper David Kedra.

The charges come after the Montgomery County grand jury heard testimony in the case. The grand jury recommended the charges.

The release states the grand jury did not find enough evidence showing that Schroeter “consciously disregarded human life” and did not recommend he be charged with involuntary manslaughter.

Somehow, the cellphone slipped out of her hand.

Ngoc Tran Vo, a 30-year-old beauty with a checkered past, was on a 12th-floor balcony of the Residences at Dockside in the wee small hours Friday, looking south on the Delaware River, when her phone tumbled to a patio eight floors below.

Vo, and the man whose apartment she was visiting, called security from the posh condominium and asked them to retrieve the device, said police Capt. Laurence Nodiff, of South Detectives.

“They said they could do it at a reasonable time, but it wasn’t even 4 a.m.,” he said.  “They couldn’t disrupt the sleep of anybody who was in the [fourth floor] apartment.”

Bathtub Death Likely Accidental, Officials Say

Julia Papazian Law probably drowned in a bathtub, perhaps after a seizure, according to two law enforcement officials familiar with the investigation.

The tentative finding may sweep aside some of the speculation surrounding the death of the 26-year-old paralegal, found facedown Saturday morning in the Center City apartment belonging to her boss, defense attorney A. Charles Peruto Jr.

No drugs or alcohol were found at the scene, the room was undisturbed, and the liquor closet was closed, the officials said.  Nothing, they said, seemed out of place.

Investigators cannot be certain of the cause of death until they review toxicology reports, which are pending.  But they said Law had been frothing at the mouth, which they said seemed to indicate a seizure.
