The Davis Companies has developed property in 12 states mostly along the East Coast, but this is its first foray into the Pittsburgh market, said Downtown attorney David Lampl of Leech Tishman Fuscaldo & Lampl, who is representing the developer.
“We are evaluating our purchase of the building regarding its future use and hope to make a decision within a month or two,” said Jonathan Davis, 61, founder and CEO of The Davis Companies.
The state Insurance commissioner cast doubt Friday on a plan by President Obama to stop insurers from dumping more than 250,000 Pennsylvanians whose medical coverage did not meet the minimum requirements of the new health care law.
Insurance Commissioner Michael Consedine questioned whether Obama had the legal authority to allow insurers to reinstate or extend those policies. He also said the state has limited power to force insurers to comply with a scheme that he said “heightens confusion” surrounding the law’s implementation.
“I think there are very fair questions being raised about the legal authority for the president to say we’re going to ignore what’s in the” Affordable Care Act, Consedine told the Tribune-Review.
The president acted to quell a firestorm over the chaotic rollout of the law known as Obamacare in proposing the administrative fix for consumers whose policies were being canceled. Many accused him of reneging on a pledge that no one would lose medical coverage if they liked it.

HARRISBURG — If you tax something, you get less of it.
It’s one of the basic lessons of economics, and the same principle can be applied to tolls, as the Pennsylvania Turnpike is finding out.
Motorists using the turnpike will face their fifth toll increase in as many years when rates climbed by 10 percent for cash-paying customers (2 percent for those using EZ-Pass) on Sunday.
A recent investigation by the Pittsburgh Tribune-Review examined how those increases have affected truck traffic on the highway — suggesting that the higher tolls have caused trucks to divert onto local roads in western Pennsylvania instead of using the turnpike:
